Position Summary

The Manager's responsibilities include the functional areas of Safety, Engineering/Operations, Maintenance, Rig construction and project management, Human Resources and interface with Finance as required. Constantly interface with the Managing Director, Asset Supply Chain Manager, Asset coordinator, and QHSE Manager to ensure implementation of Companies policies.
Direct and manage the activities of Drilling and Workover operations carried out by the company and contractors personnel of multi-discipline teams to ensure that KPI's are achieved.
Set guidelines for operations performance to improve standards and efficiency.
Propose guidelines for setting the Operations budget, plans and objectives.
Keep abreast of technological changes & ensures that the latest applicable drilling technology advances are evaluated and adopted appropriately in Operations.
Select new rigs for the Company rig fleet and ensure a safe start-up.
Highly experienced in establishing, developing, implementing, maintaining and improving quality management systems that meet API Q1/Q2 and ISO 9001 requirements.
Successfully manage special Drilling projects, API monogrammed Rig products: Mast, substructure, crown block assemblies, wire line anchors and BOP control systems;
Managed multiple, international, rig operations and rig construction projects.
Prepared different design packages for different products according to ERCB and API standards;
Conducted Internal, supplier and product audits;
Excellent project management and leadership skills;
The Operations Manager is responsible for the safe, efficient and cost effective performance of his duties;
Duties and Responsibilities

a. Drilling & Workover Operations

  • To demonstrate and promote safety leadership
  • Responsible for the safe, efficient and cost effective performance of his duties.
  • Direct and manage the activities of personnel in the Operations Department for respective tasks under his authority. Perform supervisory functions and exercises financial authority at the level established for the position
  • Develop and recommend the Division's objectives covering whole range of activities and establishment of Company's operating procedures and standards in line with corporate objectives.
  • Participate with the Managing Director & Finance Director in the development of budgets and business plan for ongoing drilling and workover activities and for non-routine expenditure. Ensure proper implementation of effective cost control procedures for all drilling/workover activities.
  • Verify and approve all rig operational programs and related services to ensure that operations are programmed in a safe, cost effective manner deploying the latest technology safely, maintaining the established industry standards and implementing work program requirements.
  • Review and analyze work progress to ensure that company work programs are being followed and that objectives are being attained whilst abiding by Company SMART system standards and procedures;
  • Manage Operational teams to ensure that all critical safety related equipment and verification of work required is actioned during major maintenance period as identified by internal and third party audits.
  • Manage and administer the rig contracts and coordinates with the required HSE equipment, personnel, training and ad-hoc action items that continuously arise. Assure that pending actions resulting from HSE observations are closed through proper means of coaching, training and allocation of best resources.
  • Act as focal point for issues related to Operations for his assigned team with respect to other Divisions & Fields.
  • Direct, coordinate and review technical and feasibility studies covering drilling and workover related operations including comparison between current verses new procedures and proposed equipment for operations. In addition initiate, follow up studies related to recurring drilling problems, to provide solutions and to recommend changes of practices.
  • Development of specifications and practices for drilling / workover operations and associated services in the selection of contractors and consultants. Provides direction and guidance to the work of contractors; to deliver a high level of efficiency and ensure work is conducted according to established standards to meet Company's Business Plan and Drilling Schedule.
  • Review drilling/workover operations on a daily basis and recommends changes in priorities and programs, manage the best utilization of resources, assignment of personnel and budgets in the light of accomplishments and changing operating conditions.
  • Drive teams to continually improve drilling-site safety procedures and ensures proper application of such procedures.
  • Lead task team and keeps management abreast of activities during emergency situations, i.e. well blowouts, release of H2S gas, oil spill, etc. Assesses overall situation and implements emergency procedures.
  • Approve Site Specific Safety Plans for critical wells identified and ensure operational teams have all identified measures required in place.
  • Mentor and participate in the ongoing training and development of employees through the Company SMART System to process, assess, employees training and development needs, directing the preparation of structured development/familiarization programs, monitoring and reporting on progress and counseling employees as required.
  • Custodian of Drilling related manuals (e.g. Policy & guidelines, blowout contingency plan, well positioning, rig move, etc.) and supervises the necessary updates.
  • Fully familiar and enforce Company's health, safety and environment policy, procedures, regulations and objectives as they relate to various areas of responsibility to ensure that they are effectively implemented in his domain.
  • Ensures, by appropriate monitoring and review, that work under his control is performed in a safe and environmentally sound manner. Ensures effective accident investigation and follow up.
  • Carry-out other similar or related duties such as ensuring effective introduction of new technology; preparing periodic and special reports, ensuring compliance with safety regulations; initiating personnel actions covering recruitment of new employees; conducting daily coordination meetings with other departments.


b. Rig Construction:

  • Direct and manage the required upgrade/modification and new build rig specifications to achieve the Business Plan challenges of clustering, extended reach and H2S operational well requirements.
  • Manage the introduction of new rigs introduced with advanced technology into operations. Ensure a safe start up.
  • Review and approve design packages according to the applicable standard, regulation and customer requirements;
  • Plan, manage, and oversee the daily functions, operations, and activities of the project management team;
  • Plan, Direct, manage and monitor project work and schedule project timelines;
  • Track project deliverables using appropriate tools;
  • Implement and manage project changes and interventions to achieve project outputs;
  • Control scope, schedule, cost, communication, risks, procurement and stakeholder engagement;
  • Prepare, review, amend, and update the contract specific Inspection Test Plans (ITPs).
  • Direct project activities to ensure compliance with all applicable quality control standards, processes and initiatives that promote quality assurance and product integrity.
  • Ensured that QMS documents and records are properly maintained and easily available and traceable for verification and audits.
  • Immediately initiate process to issue Corrective / Preventative Action Report (C/PAR) for customer complaints relating to quality control.
  • Ensure completion and accuracy of Rig Documentation Package including maintenance and spare parts manuals.
  • Manage the formal sign off for all project deliverables;


Knowledge, Skills and Experience

Must have no less than 15 years' relevant rig site experience in the oil & gas industry
Minimum 5 years of onshore Operations Manager experience.
Minimum 5 years of onshore drilling rig construction & project management experience.
Knowledge of appropriate and relevant engineering and project management tools such as landmark and Microsoft project.
Must have all management characteristics, skills and expertise to manage and work with multicultural, multidiscipline teams.
Demonstrated ability and desire to establish and maintain amicable relationships with all levels of employees, government, partners and contractors.
Strong ability to ensure that risks related to health, safety and environmental are managed effectively.

Technical or Vocational Education and Training
  • Must have a Bachelor's Degree from an accredited university or closely related field.
  • Strong communicator with strong command of the English language. Excellent written and verbal communication skills in English and able to write reports, programs, and contract strategy documents, and public presentation skills.
