Reports to Maintenance manager.  Obtains and analyzes cost data.  Summarizes and reports information and analysis to maintenance leadership for action.  Leads cost control and analysis group.  Coordinates temporary staffing for TA events and monitors activities of group members.  Supports various functions in the maintenance department as described below:

Routine Maintenance

  • Prepare cost metrics for monthly package
  • Weekly headcount tracking / reports
  • Track / prepare OT reports
  • Track / forecast routine budget (weekly cost reports) / prepare 3-month forecasts
  • Allocate overheads between majors, TA, routine, capital, etc.
  • Maintain MAFE list
  • Track and forecast overall MAFE budget
  • Cost track large MAFEs and programs vs budget
  • Submit MAFEs for closure
  • Monitor WOs overruns / flag unplanned MAFEs
  • Monitor annual PO spend / flag need for increases where necessary / close out POs promptly
  • Coordinate / facilitate annual WO / PO process
  • Coordinate routine budget development / seasonalize routine and MAFE budgets

  • Develop preliminary turnaround estimates and coordinates input to capital plan
  • Write contract planner / scheduler service POs and tracks pre-TA spend
  • Coordinate overall RFQ process
  • Set up TA work order structure and cost tracking tools
  • Prepare pre-TA and TA AFEs for funding
  • Track long-lead materials
  • Coordinate / validate TA estimates
  • Maintain TA estimate worksheets and tools
  • Develop TA cost control plan and run-down curves
  • Coordinate contractor kick-off meetings
  • Headcount tracking
  • Track and close-out major events and TAs / track contingency usage and prepare cost reports

  • Assist with estimate review / PO generation for Tank MAFEs
  • Cost track tank MAFEs (cleaning, maintenance, and capital activities) / prepare weekly cost fcst
  • Close-out tank POs and ID MAFEs for closure

  • Coordinate contracting and warehousing efforts across departments for TA and major events
General Department

  • Provide information and complete recurring tasks for month-end close
  • Coordinate annual plan budgeting
  • Monitor MSO spend vs budget
