Support the Marketing and Contracts Department in obtaining drilling contracts with customers for Transocean drilling units. Be responsible for any analysis, administrative, or similar task related to:
development, coordination, preparation and submission of bids and proposals; and documentation and maintenance of bids, contracts and approvals, in compliance with the company's CAPE (Contracts And Proposals Excellence) guidelines, Marketing policies and procedures, and retention policy.
Assist the Marketing Manager with the development of customer-required bid exception tables including input from legal operations and Functional advisors. Includes participation in the self-audit process for CAPE at a global level.
For assigned bids and proposals: Receive customer tenders, identify requirements, solicit and compile input,
Monitor newspapers for bid/tender announcements, respond with letters of interest or other required acknowledgements,
Analyze the tender requirements and advise the Manager, Marketing of all tasks necessary to assemble a bid fully compliant with the customer's specifications (including preparation of a bid checklist);
Issue the request for input to the relevant functional contacts (Legal, Tax, Risk, Operations, etc.) and track their response to meet the deadline;
Prepare and complete accurately the contract qualifications table based on the redlined version from the Manager, Marketing (or Legal Counsel) and the input of concerned functions. In addition, assist the Manager, Marketing in the preparation of the redlined version, as requested.
Consolidate all bids or proposals documents required by the Customer, and assemble in final format (electronic, physical copy, or both as required) for review by the Manager, Marketing.
Prepare the first draft of the standard proposals letter, if requested by the Field Marketing team.
For assigned bids and proposals: Track critical dates, update systems,
Maintain an activity log, listing bid due dates, bids submitted and pending bids and proposals, and other documents generated or to be generated.
Verify that the SalesForce.com entries are up-to-date, and notify the owner of the need to update. Update the status in SalesForce.com (or other current customer prospects tracking tool) if authorized by Manager, Marketing.
Maintain the Bid Due Date Calendar by auditing and updating any changes to the bid submission dates.
For assigned bids and proposals: Assemble final bid response package, obtain Marketing Manager review and feedback, ready the final package for submission to customer,
Prepare the physical bid document;
As required by Customer for electronic bids and/or communications, set up access to Customer's Tender Portal. If there is a financial charge to access the Customer Tender Portal, obtain approval for the expenditure from the Manager, Marketing prior to commitment.
Ensure that government stamps, as required prior to submission of the bid to the customer, are solicited, received and logged;
Ensure that government bid bonds, performance bonds and the like are obtained from the Transocean functional department and logged with the customer or government;
Ensure that bid mailings have proper customs clearance documents and that appropriate time is allowed to mail the bid, clear customs, and arrive by the customer-imposed deadline;
Attend customer bid clarification meetings, bid opening meetings, etc., as needed.
Systems and Compliance:
Be able to work in the Bid Collaboration Tool (on SharePoint or other Company platform) to set up folders and otherwise manage access to the tender documents and bid responses by Marketing members and functional advisors.
Electronically store final bid documents in a globally accessible location for reference by Marketing personnel, worldwide.
Enter status updates and other relevant information into SalesForce. Be able to generate reports from SalesForce (or other current Customer prospects tracking tool) listing bids in development with due dates, bids submitted, and bid closeouts.
Maintain the Contracts Database of all final, signed contracts and contract-related documents, for all of Marketing globally:
Upload all final contract documents (contracts, letters of intent, amendments and the like) generated globally by Marketing personnel into the SalesForce/Sharepoint site for Contracts Database.
Enter meta-data into SalesForce/Sharepoint for the final contract document, and ensure link to SalesForce (or current customer prospects tracking system).
Ensure completeness of Contracts Management Tool database in Sharepoint/SalesForce for all of Marketing globally; and
Audit for CAPE at a global level, to verify that final contract documents are loaded into the system in accordance with guidelines
Administer the Contract.Files@deepwater.com inbox.
Generate by obtaining the input of the Contracts & Proposals team, and update as required by liaising with the team, a library of standard terms such as responsibility allocation matrix, rate application clauses, change in law clause, early termination fee clause etc.
Work with Administrative Assistant to ensure that the Bid Preparation Room is adequately supplied with materials required to build multiple physical bid packages at any time.
Conduct Marketing self-audit monthly to ensure that compliance records are readily available for any contract finalized during the prior month. Work with Field Marketing and CAPE to close any gaps identified.
Coordinate audits by groups external to Marketing, such as Company Internal Audit, EY, or Customers.
For assigned contracts, keep records in full compliance with the company's CAPE guidelines (posting in salesforce) and retention policy. "Records" include approved RAR's (obtained by Sales), Key COPS and 10 COPS, LOI's, signed contracts and any document required to be filed in accordance with Sarbanes-Oxley requirements (if applicable), such as emails documenting appropriate ALM compliance. "Keep records" means in an electronic format and as applicable, a physical format.
Manage the retention of physical, final contracts and related documents in a central repository in Houston, Texas, USA, in accordance with the Company's document retention policy.
Analysis and Reporting: Perform various analyses of drilling contracts compliance results and CAPE (Contracts & Proposals Excellence) global workload. Provide reports of SalesForce prospect status and leads for tenders. Produce statistical reports to support continuous improvement in contracts and proposals compliance. Provide systems application input and feedback regarding upgrades to and maintenance of the Contract Management Tool in SalesForce.com, the Bid Collaboration Tool, or other bids and proposals information systems.
Four-year college degree required, preferably in the areas of Law, Marketing, Business or Engineering.
Entry level position. Prefer 1 to 3 year(s) of experience working internationally in E&P sector of oil and gas industry, preferably for an offshore drilling contractor and/or an oil and gas operator in a contractual, operational or administrative role. Concurrent business exposure preferred.
Fluent in written and spoken English. Excellent communications, analytical, and presentation skills. Must be able to interact well with all levels of Management and co-workers. Must have high computer literacy, and good potential to develop as a Manager - Marketing Contracts & Proposals. Must be versatile. Works with minimal supervision. Prefer experience in SalesForce or Microsoft Dynamics, and in Microsoft Office products (WORD, Excel, PowerPoint).
Preferably capable of influencing the multi-disciplinary teams involved in the contracting process.
Should use own initiative and judgment.
Ability to make the decisions required to timely and efficiently perform the duties set out above so as to contribute to the production of customer bid responses and proposals in compliance with the company's CAPE guidelines, Marketing policies and procedures, and retention policy.
