Overview:

This position leads Chevron's efforts to manage U.S. state and local climate change initiatives, legislation and regulations including issues related to market-based mechanisms, CCS/CCUS and other GHG emissions management. This position conducts analysis of potential business implications and opportunities because of the climate-related regulations and legislation. It works with the State Government Affairs teams on regulatory and legislative issues and serves as an advisor to business units on the development of advocacy positions and messaging. This position will also provide supplementary support on U.S. Federal legislative and regulatory climate issues, as needed. Additionally, the position will work with internal stakeholders in upstream, downstream, midstream, OE/HES, Energy Transitions Team, Corporate Strategic Planning and Corporate Governance on these same issues.

Responsibilities for this position may include but are not limited to:
 

  • Track, assess and provide analysis on state and local climate change initiatives, legislation, and regulations, including issues related to market-based mechanisms, energy efficiency, transportation, power generation and energy infrastructure, using existing Government Affairs resources to accomplish this work.
  • Coordinate, develop, and deliver climate analysis in briefing materials and presentation to Executives, the Corporate Climate Change Team, OPCOs, Business Units, trade associations, and state government officials.
  • Work with Chevron business segment advisors and the Energy Transitions team to assess business implications of potential climate policies and advise on compliance obligations, advocacy strategies and messaging.
  • Working with the State Gov't Affairs Team, represent Chevron with state trade associations.
  • Track record of responding to inquiries from government officials and others regarding company positions on issues.
  • Directly support advocacy activities and efforts by providing written analyses, meeting memos, executive communications, and internal and external presentation materials.
  • Present and engage with internal experts to provide subject matter expertise in the development of corporate policy positions and messages.
  • Provide guidance and content for executive communication materials.
  • Prepare analyses and presentation materials for Corporate Affairs Management and the Energy Transitions Team.

 


Required Qualifications:

 

 

 

  • Bachelor Degree in Public Policy or related
  • 10+ years of relevant work experience as outlined below
  • Have existing subject matter expertise in climate policies, legislation and regulations as well as related energy policy issues.
  • Have strong written, analytical, verbal, and power point presentation skills to provide briefings to internal and external stakeholders.
  • Have an established network of internal and external contacts, experts and/or stakeholders.
  • Demonstrate a willingness to provide support for other related portfolios in Government Affairs as well as the Corporate Energy Transitions Team.
  • Demonstrated ability to analyze complex issues involving government policy, legislative and regulatory requirements and relate them to business strategy, plans and operations.
  • Possesses skills needed to reduce issues to core components and key business impacts.
  • Experienced working with other SME's, business leaders, and others in developing company positions in response to issue and multiple-component advocacy approaches.
  • Facilitate advocacy strategy and execution among SME's and advocates, including Corporate groups, Corporate Affairs, Operating Companies and Business Units.
  • Support internal teams, including Government Affairs Community of Practice, Legislative and Regulatory Affairs Team, and Corporate Energy Transitions team work and processes.
  • Experienced in performing research to support issue analysis and advocacy.
  • Demonstrated ability to lead project and issue teams through issue management work process, delivering consensus around work products and achieving schedule driven results.
  • Ability to build and promote teamwork and work with all levels of an organization.
  • Possesses skills needed to develop and act on strategic plans, while anticipating and managing change.
  • Able to foster excellent working relationships to motivate and lead internal and external multi-stakeholder groups to achieve desired results.
  • Excellent communication skills (written and oral) with ability to describe complex concepts to a non-technical audience.
  • Proficient networking skills within the company, industry association committees and key government and public stakeholders.
  • Skilled in developing and advocating company positions before regulators, trade associations and third parties.
