The Development Planning Specialist as part of the Development Planning Department will focus efforts on the early formulation of various major upstream projects, including development of business case, articulation of a technical and execution basis, and concept select for each project and to develop an optimal development planning basis for the suite of major projects executed. Also to support and direct studies to develop new business opportunities.

Key Accountabilities

Supports the development of new opportunities and liaise with Operations to initiate studies to identify opportunities.

Supports the preparation of a variety of special feasibility reports which rely on development planning expertise and analytical tools.

Develops or leads the development of the Pre-Gate-2 elements with a focus on fit for purpose deliverables and continuous improvement.

Advices or participates in multi-functional teams to identify and/or screen development opportunity concepts and develop work plans to complete concept select and Gate-2.

Collaborates and liaises with relevant stakeholders to ensure department goals are met.

Prepare/provide input to presentation packages for shareholders, technical leadership, and management.

Coordinates internal and external studies and engineering work to identify additional information needs and/or readiness to proceed to first investment decision.

Works with available estimating tools and Cost and Schedule estimators to develop screening estimates for a broad range of development concepts.

Prepares and tracks overall work efforts related to development planning projects including schedules and resources with input from responsible parties.

Uses integrated understanding of screening concepts and economics to develop a business case to support recommendations for key decisions and advocate recommended course of action to decision makers, both internal and external, and help transition projects to Major Projects Organizations.

Qualifications

BS/MS Engineering / Business.

Knowledge and/or Experience

10+ years oil and gas industry experience.

Experience in project phases including Concept Select, Pre-FEED, FEED, and EPC.

Technical design knowledge and/or operational experience (onshore and offshore).

Relevant knowledge and capabilities in project engineering / design, risk assessment, project scoping/development.

Familiarity with Offshore and Onshore Operations with work experience in related projects or operations.

Knowledge of project execution practices and procedures.

Worldwide experience with contractors and vendors, in particular those involved with onshore & offshore design projects.

Knowledge of brownfield engineering and construction projects.
