The Legislative and Regulatory Affairs Analyst position works to identify, analyze, and develop company positions and advocacy strategies in support of a variety of environmental, operational and issues related to Chevron's upstream and midstream business units. The Position supports upstream legislative, regulatory and other policy-related issues for Chevron's U.S. upstream business units. This position will also provide supplementary support to other LRA Upstream Analysts on a range of environmental and operational issues. Additionally, the position will work with internal stakeholders in upstream, state governmental affairs, OE/HES and ETC on these same issues.
Responsibilities for this position may include but are not limited to:
- Track, assess and provide analysis on U.S. federal and state upstream legislation and regulation, including issues related to environment and safety.
- Coordinate and deliver technical policy analysis for use by government affairs, upstream clients and trade associations.
- Track record of responding to inquiries from government officials and others regarding company positions on issues.
- Facilitate the issues management process and development of advocacy strategies for key issues.
- Develop Chevron positions on legislative and regulatory issues.
- Directly support issue management and advocacy activities by providing written analyses, meeting memos, executive communications, and internal and external presentation materials.
- Provide support to other LRA Analysts on Upstream issues management and analysis.
- Periodic travel in the U.S. to Houston, Midland, Sacramento and Washington DC as required by the work scope.
- Bachelor Degree required
- At least 5 years experience of relative work experience within the energy industry.
- Strong research and analytical skills.
- Strong written and verbal communication skills and presentation skills to provide briefings to internal and external stakeholders.
- Demonstrated ability to analyze complex issues involving U.S. government policy, legislative and regulatory requirements and relate them to business strategy, plans and operations.
- Possesses skills needed to reduce issues to core components and key business impacts.
- Experience working with subject matter experts, business leaders and others in developing company positions in response to issue and multiple-component advocacy approaches.
- Demonstrated ability to facilitate project and issue teams through issue management work process, achieving schedule driven results.
- Ability to build and promote teamwork and work with all levels of an organization.
- Willing and able to provide support to other LRA Analysts on Upstream issues management and analysis.
- Possesses skills needed to develop and take action on strategic plans, while anticipating and managing change.
- Excellent communication skills (written and oral) with ability to describe complex concepts to a non-technical audience.
- Proficient networking skills within the company, industry association committees and key government and public stakeholders.
- Master's degree in a related field of study
- Previous experience on energy policy issues
- Experience with upstream oil and gas preferred
