Targa is currently seeking an Director Compensation, Benefits and Analytics for our corporate office located in Houston, Texas.

POSITION OVERVIEW:

The Director Compensation, Benefits and Analytics will be responsible for the organization's compensation, benefits, payroll and analytics programs, including base pay, incentive pay, health and welfare benefits and data analytics. The Director will ensure that the programs support the organization's business objectives and meet all legal requirements.

RESPONSIBILITIES AND ESSENTIAL DUTIES:

Benefits

  • Responsible for all policies and processes associated with the administration of the company's health and welfare and retirement benefits, as well as leaves of absence.
  • Ensures ongoing communication and service to employees regarding benefit plans.
  • Administers the leave of absence program for the organization with sensitivity to the employee, strong internal communication and governmental compliance.
  • Manages, monitors performance of external benefits vendor.
  • Directs preparation of communication materials such as plan booklets, summary plan descriptions, Form 5500s, incentive plan materials and program announcements.
  • Works with other leaders to define the compensation and benefits strategy for the company in support of overall business goals.
  • Responsible for design, administration, required filings, compliance and funding arrangements for company health and welfare plans for various groups of team members.
  • Provides strategic design, hands-on administration, and compliance of company-sponsored qualified, non-qualified and retirement plans, including annual audits.


Compensation

 

  • Evaluate competitive compensation practices and develop program recommendations that align with direction provided by Executive management on compensation philosophy.
  • Establish and/or oversee and administer compensation programs, including (but not limited to) base and incentive pay structures.
  • Assist in the preparation of materials required for meetings of the Compensation Committee of the Board of Directors as required.
  • Collaborate with internal and external resources (including legal, corporate finance/accounting, payroll, tax, etc.) to ensure that all actions, plans and programs comply with internal corporate governance guidelines and external regulatory requirements.
  • Develop and maintain a job evaluation and compensation benchmarking process.
  • Collaborates with business leaders and HR team to develop wage growth recommendations or similar retention incentive designs to address business challenges.
  • Coordinate the annual merit, short-term and long-term incentive recommendation process.
  • Oversee equity administration; including but not limited to, recordkeeping, reconciliation of the company's stock-based long-term incentive program, and coordination with Finance, Tax and Payroll Departments to ensure accurate and timely data reporting.
  • Manage relationship with internal/external audit on quarterly and annual audits and Sarbanes-Oxley testing. Responsible for documentation of compensation processes and providing oversight of SOX process controls. In addition, evaluates processes for streamlining and efficiency improvement.


Human Resources Analytics & Reporting

 

 

  • Responsible for the HR data analytics and reporting strategy and materials, and prioritizing HR data analytics projects.
  • Manage the annual HR budget process
  • Support project management initiatives for the Company pertaining to any area of growth or change related to systems that enable HR business processes.
  • Establish and lead functional subject matter experts that are able to introduce new HR processes into the organization.
  • Ensure expertise for the human resources systems, including payroll software platform, and time & attendance platforms.
  • Be able to influence and negotiate priorities with a focus on continuous improvement.
  • Payroll Administration
  • Responsible for oversight of all policies and processes associated with the administration of payroll.
  • Ensures payroll is processed in a timely manner and in compliance with all local, state and federal regulations.
  • Manages, monitors performance of external payroll vendor.
  • Enhance payroll analytical and reporting capabilities to update stakeholders regularly and provide meaningful decision support for management.
  • Stay current on regulations impacting the payroll process, and stay compliant for all payroll tax jurisdictions.
  • Provide project leadership for all payroll-related projects. This includes creating project plans, obtaining appropriate resources, conducting regular project meetings, and resolving issues.
  • Ensure taxes and other required government withholdings are executed, collected, deposited and reported on a timely basis to federal, state, and local authorities in a secure manner.
  • Ensure coordination of year-end tax activities including adjustments to tax withholdings, submission of IRS employer reports, and distribution of wage and tax statements (W-2 and 1042-S) to employees.
  • Oversee and regularly assess internal controls for payroll processes and related payroll software systems. Ensure internal controls and SOX narratives and controls are correct and comprehensive. Ensure compliance to SOC-1 audit control objectives relating to our service providers.
  • Leadership
  • Provide leadership, supervision and development of the Compensation, Benefits, HRIS and Payroll Teams.
  • Enhance analytical capabilities within the department.

 


QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS):

 

 

 

 

  • Bachelor's Degree in Business, Finance, Accounting, or similar discipline required. Advanced degree preferred.
  • 7+ years of experience in compensation, benefits, payroll, and HRIS (preferred).
