Position Description

We are currently seeking an experienced HSE Professional to join Downstream (DS) HSE Excellence, which is a key organization within the Saudi Aramco production chain as it handles all DS HSE related matters, both in the Kingdom of Saudi Arabia and investments around the globe. The successful candidate will perform safety-related technical tasks within the DS Business line and its associated admin areas and JVs. The candidate will be expected to do the following: ensure the safe operations of facilities; complete the assigned tasks in a timely manner; interface with other organizations, vendors, subcontractors, and third parties; participate in safety technical meetings; and technically support the safety functions within the organization.

The HSE Professional will report to the DS HSE Excellence Leader, and will work with other DS HSE Professionals and Practitioners to help provide alignment, consistency and compliance to all DS Business Line entities, as they strive to achieve established HSE goals and objectives.

DS HSE Excellence provides high level business line-level HSE, guidance, governance and oversight to Pipelines, Distribution & Terminals, Domestic Refining & NGL Fractionation, Power Systems, International Operations, Marketing Sales and Supply Planning, all DS wholly-owned subsidiaries, as well as domestic and international joint ventures.
Minimum Requirements

As the successful candidate you should have at least 8 years of experience in safety/operations, and or training, preferably in the oil and gas or petrochemical industry.

A B.S. degree in engineering, safety engineering, industrial hygiene, or environmental science or a related field is preferred. The candidate must have demonstrated knowledge in occupational health, safety, and environmental compliance with applicable industry, government, and/or international standards.
Duties and Responsibilities

You will be required to perform the following:

Conduct scheduled HSE Leadership/Cultural Assessments, analyze the results and prepare and deliver management reports. Assist DS Business Line Leadership with the development of HSE Cultural and Leadership Development Programs.

Assist with the development of HSE-related awareness, education, training, and competency development strategies to all downstream entities, aligning with the DS HSE Training Matrix requirements.

Assist with monitoring of HSE compliance with all DS Business Entities, and provide detailed HSE-related KPI performance reports on a regular basis. Provide advice to DS Leaders on improving HSE performance to established targets.

Provide ongoing support to proponent department(s) to assist them in implementing the Saudi Aramco Safety Management System (SMS) and its elements, and in meeting safety objectives and expectations. This support includes: assisting proponent department(s) in developing safety processes related to risk assessment and management, safety training, asset integrity, safe operations, contractor safety, emergency preparedness, root cause analysis and incident investigations, managing critical activities at site, etc.

Provide expert HSE advice and consultation to DS entities to help them achieve and sustain compliance with Saudi Aramco Corporate, Business Line, Admin Area and Department HSE goals and objectives, as well as to ensure maintenance of a safe work environment in compliance with safety/environmental regulations, standards, and practices.

Assisting DS entities with the identification and evaluation of hazardous conditions and practices in the workplace, and assisting with the development of safe work strategies, including the recommendation of hazard control strategies.

Assist with the development and delivery of specialized education and competency development materials.

Participate in Site Safety Inspections and audits of DS operational facilities, project construction sites, and support facilities, such office buildings, control rooms, warehouses, and communities. This includes working with proponent organizations to identify safety concerns, formulate solutions, and develop practical and cost-effective corrective actions.

Participate in various safety studies/activities, such as: PHAs, HAZID, HAZOPs, MOC, JSAs, LOPA, incident investigations, risk studies, consequence analyses, compliance reviews, or insurance surveys as required.

Develop and update safety standards, instructions, codes, and formalize them into company documented practices as required.

Review designs for new projects and upgrade of existing facilities for compliance with company and industry safety standards.

Have frequent contact with downstream management, managers, division heads, senior engineers, consultants and safety leads, to identify hazards, discuss, resolve safety problems, or address safety management issues and recommend solutions, based upon industrial best practices and acceptable solutions.

Assist with alignment of all DS Admin Area HSE Programs through monitoring and governance. Providing advice to Admin Area and Department Level HSE Professionals and Practitioners, as well as local area Management.

Represent the DS Business Line on various HSE-related committees, initiatives, projects and/or events/activities as required.

Respond to emergency situations and incidents either during or after regular working hours, to provide technical assistance and advice, as required.
