Position description - Purpose

 

  • The Soil and Groundwater (SGW) Senior Program Manager is responsible for managing environmental liability and delivering the SGW risk management program for all Downstream businesses within his/her area of responsibility. Project portfolios may include multiple Classes of Business (CoBs) across multiple states, regions and regulatory regimes.

  • The Soil and Groundwater (SGW) Senior Program Manager is responsible for managing environmental liability and delivering the SGW risk management program for all Downstream businesses within his/her area of responsibility. Project portfolios may include multiple Classes of Business (CoBs) across multiple states, regions and regulatory regimes.


Position description - Accountabilities

  • Develop risk management strategies for reducing soil and groundwater liability in a portfolio across multiple CoBs that may include complex environmental projects, sites in litigation, terminals, aviation depots, etc.
  • A typical portfolio may include managing 100+ projects in all life cycles of an asset - Acquisition Assessment through Active Remediation Phases and Monitoring/Closure phases.
  • Lead development and management of relationships with regulators and stakeholders to deliver cost effective risk management strategies and appropriately manage environment and reputation risks.
  • Drive Goal Zero performance culture in environmental consultants and their subcontractors, whilst also contributing to front line worker safety in all areas of the businesses we support.
  • Principal focal point for SGW business partners and consultants on program delivery, performance within approved budgets and delivery against KPIs.
  • Identify and drive adoption of best practices and continuous improvement for managing SGW risk across his/her area of responsibility.
  • Oversee and ensure proper implementation of the technical assurance process with P&T SGW Technology.
  • Ensure that Shell environmental standards are met on all projects.
  • Ensure Strategic Environmental Team sites are identified and appropriately managed and resourced.
  • Develop and maintain relationships with internal business stakeholders for applicable COBs within his/her portfolio, and develop deep understanding of COB business drivers to develop appropriate risk management strategies.
  • Manage post- closing rights and obligations associated with environmental liability including delivery on commitments in Purchase and Sale Agreements such as liability transfers and tank removals.
  • Develop budgets for annual T&R purposes.
  • Develop environmental liability estimates / provisions (i.e. lifecycle cost to closure) for all projects within his/her portfolio.
  • Manage financial approvals and spend with consultants and ensure compliance with the SGW financial approvals procedures.
  • Develop advocacy strategy for portfolio and coordinate advocacy efforts to influence regulations, support development and approval of risk based approaches, and lead implementation of risk based strategies. These advocacy strategies may include elements from the broader Network remit.

Requirements

 

 

 

  • Min 10 years of experience in environmental management, remediation, project management, risk and liability.
  • Engineering/ Technical / Science Degree, preferably in earth sciences / environmental engineering discipline.
  • Ability to lead, influence, persuade and deliver in a manner suitable to various stakeholder groups.
  • Negotiation and stakeholder (internal and external) engagement skills.
  • Team player with interpersonal and relationship management skills.
  • Fluency in Thai language and English languages with excellent oral and written communication skills.
  • A broad understanding of the business drivers of the different Downstream CoBs.
  • Analysis and decision-making skills.
  • Proven success in delivering and managing change.
