OPITO Strikes Major Deal with Thai Government
A landmark agreement has been reached as Scottish skills and training body OPITO strikes a major deal with the Thai government.
OPITO chief executive David Doig has signed an agreement with the Technical Petroleum Training Institute of Thailand (TPTI) to establish a competence standards framework for the country's offshore workforce.
Khun Krairit Nilkuha, director general of the Department of Mineral Fuels (DMF) – which set up the TPTI to handle exploration and production training in Thailand – will sign the deal on behalf of the government.
The agreement will see thousands of Thai workers trained to the globally-recognised OPITO standard in basic offshore training for the first time. The Thai industry in turn will benefit from the robust quality assured training and competence environment provided by the OPITO standard.
It is the latest in a string of overseas deals for the Aberdeen-based organisation and evidence of the widening respect with which it is held. Most recently, OPITO entered into a partnership agreement to establish the first OPITO-approved training centre in India. Talks are also underway with the Mexican government to develop a standards and qualifications framework for their oil and gas workers.
"This latest agreement is a significant achievement which we have reached following more than two years of talks with the DMF," said Mr. Doig.
"Our hope is that it will influence the wider region and see the same high level of OPITO safety training for offshore workers which already operates in 20 countries around the globe introduced in other key oil and gas provinces across the Far East."
The standard will require the offshore workforce in Thailand to complete a training course based on the OPITO Basic Offshore Safety Induction & Emergency Training (BOSIET) standard before traveling offshore.
The Scottish body will provide assistance in three stages: design and regulation of the standard, implementation and certification, and delivery of training.
Once the initial standard has been implemented, OPITO and the Thai government will discuss the development of other relevant standards to ensure the competence of the offshore workforce in Thailand.
