Working on or around water is inherently dangerous. Even when wearing Coast Guard approved PFDs, people have been known to drown. Workers who possess no swim skills or novice swim skills are immediately at risk. On the other hand, workers with advanced swimming skills most often survive by swimming to safety or sustaining themselves until rescued.
Every branch of the US Military recognizes this and therefore includes basic or advanced swim training in all of their water survival training courses.
