Estimating falls under the broader heading of Cost Engineering but comes at the bidding stage of projects to provide an evaluation of the possible cost of a future contract. An Estimator or Estimating Engineer will review the cost of all elements of the project in order to establish the requirements for resources, funding, budget control and revenue generated.
