Overview / Responsibilities

Wood is currently seeking a Technical Safety Engineer to join our team in Houston, TX.

In general, the Technical Safety discipline is responsible for ensuring that a project wide approach (involving all disciplines) to designing for safety is adopted, and that a structured process is adopted to keep residual risks As Low As Reasonably Practicable (ALARP). Focus is on the control of Major Accident Hazards (MAH) associated with the project.

In general, Technical Safety duties are associated with the following (where applicable):

Implementation of Inherently Safer Design practices and adopting a risk-based design

Participation in design review related workshops, such as HAZID, HAZOP and SIL/LOPA

Conducting risk-based safety studies and analysis, as part of a Formal Safety Assessment

Development of philosophies, strategies and plans for loss prevention, covering: shutdown, Hazardous Area Classification, gas and fire detection, fire protection, and escape and evacuation

Development of specifications and data sheets of safety systems

Development and maintenance of Hazard / Risk Registers, Performance Standards, and Cases for Safety or Safety Cases

 

Key Responsibilities

Financial Responsibilities:

  • Assures discipline work completion within budget and on schedule
  • Prepares Project Change Notices for submittal to the Project Engineering Manager for changes in the scope of work, delays or other reasons and assist in cost estimate for the change

Leadership and Supervision:

  • Provides leadership on the project, mentoring and training, guidance and technical expertise to the personnel assigned to the project team
  • Reviews man-hour budget, schedule and project scope for the discipline portion of the work.   Advises Department Manager and the Project Engineering Manager if the man-hour budget for the portion of the work is not in line with project scope
  • Ensures the engineers and designers under supervision are properly advised of the overall scope of work (e.g. HSE requirements, allocated tasks, budgeted hours and timeframe)
  • Supplies to the Project Engineering Manager and Project Planner data for the preparation of a Project Schedule including Engineering Work Breakdown Schedule (WBS); Particular consideration should be given to time required for checking of deliverables, as well as for customer review and approval
  • Coordinates with the Project Planner in the ongoing monitoring of the work
  • Where appropriate, prepares notes promptly of technical meetings held with related project personnel, customer representatives and other outside parties These notes will confirm the understanding of matters that were discussed and how they affect the work; A copy of the notes will be sent to the Project Engineering Manager
  • Brings to the attention of the Project Engineering Manager the scope and design requirements or conditions that could adversely affect the design or performance on the project
  • Supervises, coordinates and directs the Technical Safety discipline work of engineers and designers in the preparation of technical reports, technical specifications, drawings and purchase requisitions
  • Coordinates with other Discipline Leads and Project Engineering Manager or Project Engineers to ensure a functional project
  • Ensures the drawing list and work status is prepared according to current procedures and present them to the Project Engineering Manager for review

Quality Assurance:

  • Selects and documents the discipline codes, standards, procedures, instructions, forms, tools, standard methods and specifications to be used in the execution of the technical activities within the discipline
  • Arranges for reviews according to current procedures
  • Ensures complete checking of drawings and other documents originated by the discipline team; supervises the engineers, designers and CAD persons assigned to the project, and arranges for reviews of design calculations for accuracy, neatness, and compliance with project design criteria
  • Approves the drawings and construction specifications, prepared by the discipline team by signing the document after satisfying that the work has been adequately designed, checked and is correct
  • Ensures that all required discipline signatures have been affixed prior to approval; All drawings and documents shall be submitted by the Discipline Lead to the Discipline Manager and Project Engineering Manager for approval before releasing drawings for issue
  • Ensures that design calculations and all engineering related correspondence are collected, indexed and properly filed
  • Ensures that Wood Quality Management System Procedures, Work Instructions and Design Standards are followed by technical staff under his/her direction
  • Reviews drawings and documents of other project disciplines at appropriate times to ensure that the drawings are in compliance with the requirements of the project; Conversely, ensures that discipline documents and drawings are submitted for review to other disciplines in time for them to react and feed-back comments before scheduled release dates
  • Sees that routed material and vendor drawings are reviewed and forwarded within the allocated time periods
  • Compiles a list of Progressive Lessons during project execution and assures that everyone on the project is aware of them and these are properly logged

Technical Expert:

  • Trains and assists the work of less experienced engineers; Ensures that assignments meet project standards and performance requirements; Ensures conformance to all policies and procedures related to the engineering functions, labor reporting and systems reporting
  • Reviews and verifies documents, drawings and calculations prepared by other project Technical Safety engineers; Acts as Technical Authority (TA) on other projects
  • Performs safety engineering calculations, using MS Office or specialized software; e.g. risk and consequence calculations, calculations related to flaring and venting, hazardous area classification, firewater demand estimates
  • Participates in design reviews (e.g. HAZID, ENVID, and HAZOP); This would be as facilitator or as Technical Safety representative if the review session is facilitated by others
  • Prepares client reports / documentation on the project work conducted; This includes philosophies, analysis work, safety engineering calculations, design reviews, Performance Standards and specifications; Prepares Formal Safety Assessment studies, prepares Safety Cases (if required)
  • Consults with client and other disciplines in order to conduct the activities above

Other:

  • Identifies the competencies required to fulfill the technical requirements and requisitions sufficient competent personnel to meet client and project requirements
  • Assists the Department Manager in evaluating the performance of all personnel under his/her supervision
  • Evaluates and assures the competency of personnel assigned to tasks and roles within the discipline during the execution of the project
  • Assists the Project Engineering Manager in preparing Project Instructions, schedules, technical briefs and components of the Project Management Plan
  • Provides regular reports on progress and conformance to the Project Engineering Manager
  • Involvement in global “Technical / Process Safety activities” (e.g. network meetings, development of procedures and guidelines, providing training)
  • May travel occasionally in order to carry out the above activities
  • Performs other duties as assigned
  • Gets involved in global “Technical / Process Safety activities” (e.g. network meetings, development of procedures and guidelines, providing training)

 

Skills / Qualifications

  • Bachelor’s degree in Engineering required; Master’s degree preferred
  • PE (Professional Engineer) required
  • Extensive experience and accomplishments resulting in recognition as a technical resource for the entire company in Technical Safety
  • General interest in developments in the field of Technical and Process Safety
  • Extensive knowledge of the application of inherently safer design and risk-based design on projects
  • Thorough understanding of concepts of process shutdown, fire and gas detection, relief / flare systems, passive / active firewater protection, and emergency response – for most of these systems knowledge can be applied on projects
  • Understanding of process engineering, including associated drawings and schematics
  • Thorough understanding of applicable legislation (international and local), as well as codes and standards. Hands-on experience to apply good safety engineering practices on projects
  • Advanced computer skills with MS Office programs
  • Understanding of software tools used for safety engineering, with advanced skills for most software
  • Skills for management of large-sized projects, or engineering discipline skills to act as Technical Expert or Technical Authority (as appropriate)
  • Oral and written communication skills with good vocabulary, good grammar and the ability to independently compose any required written communications
  • Ability to prepare accurate, effective, complete and easily understood written communications and reports
  • Ability to work as a leader in a (project) team environment, or act as Technical Specialist and act as mentor
  • Ability to maintain an agreed work schedule
  • Willingness to comply with applicable laws and regulations, the Company’s Code of Business Conduct and other Company policies and procedures
