Overview / Responsibilities

Amec Foster Wheeler Environment & Infrastructure is currently seeking a Senior Level Permitting Specialist to join our Environmental Planning & Permitting Group in Chelmsford, MA. The successful candidate will have a minimum of 15 years’ experience preparing environmental filings and supporting agency reviews for a variety of sectors including transportation, energy, Federal and industrial/commercial. We are seeking a candidate who is confident and adept at developing project strategy with client and Amec Foster Wheeler team and whose experience level is broad enough to immediately identify potentially applicable project permits at Federal, State and Local level. The ideal candidate is a highly motivated self-starter who brings a confident, established reputation with clients and peers.


Key Responsibilities

  • Starting with identifying potential permit triggers, working with the design team to minimize impact or eliminate permit triggers, then forging client advocacy positions with regulatory agencies; the ideal candidate develops a defensible, streamlined and efficient (time/money) strategy for client’s project
  • Understand comprehensive range of environmental permitting programs, including NEPA/MEPA documentation, air quality, wastewater, state/federal wetlands (delineation, evaluation, mitigation, stream restoration), water-quality investigations, coastal-zone-management studies, and natural-resource and ecological evaluations
  • Management of multi-disciplinary environmental permitting teams and efforts, writing and editing detailed technical reports and permit applications, oral presentations and testimony during regulatory proceedings
  • Project Management including routine client interface, project scoping, schedule, budget, and implementation of project, and tracking and financial management; Demonstrate the ability to manage multiple assignments concurrently
  • Work closely with clients and industry trade organizations to understand current and future business needs relative to environmental planning, permitting and compliance
  • Track emerging regulations and industry requirements to proactively communicate to client teams regarding future compliance and permitting trends and the potential impacts on their businesses
  • Prepare work products for client delivery using Microsoft applications (Word, PowerPoint, and Excel)
  • Expected to play a significant role in helping build the future of the practice through lead generation (internal & external), project management, staff development, and mentoring

Skills / Qualifications

  • Bachelor’s Degree required in environmental science, geology, engineering or related field
  • 15+ years of relevant experience in permitting and compliance
  • Experience with permitting throughout the New England and Mid-Atlantic region desired Experience in other regions of the US in addition to New England and Mid-Atlantic beneficial
  • Experience in the commercial energy industry and direct experience in the regulatory oversight of energy facility siting and licensing activities a plus
  • Demonstrated ability to solve complex problems required
  • Demonstrated project management skills required
  • Must have excellent written and verbal communication skills
  • Must pass drug test, background check and must have a satisfactory driving record in accordance with the Company's driving (MRV) policy
