Overview / Responsibilities

Amec Foster Wheeler is currently recruiting for an HSSE Manager to be based in Izmir, Turkey to work on the construction of the STAR Aegean Refinery. This position will be on a Fixed Term Contract basis and is expected to run until the end of 2018.


The STAR Aegean Refinery is a greenfield complex crude oil refinery in the Izmir region with the capacity to process 214,000 barrels of crude oil per day. It comprising various process units including Crude and Vacuum, Coker, MEROX, Hydrocracker, Diesel Hydrotreatment, Naphtha, Amines & SWS, Sulfur and CCR. This project is being executed by an EPC Contractor and Amec Foster Wheeler is delivering Project Management Consultancy services to STAR for this prestige project.



  • Provide the leadership and support necessary to ensure efficient Health, Safety, Environmental and Security (HSES) management. The main aim being to create secure, safe and healthy working conditions throughout the site, while protecting the environment during both, construction and commissioning operations
  • Manage the duties and controls detailed by the Site HSES Plan, pertaining to health, safety, the environment and security requirements and ensure continuous compliance
  • Have an advanced level of understanding of the requirements of OHSAS 18001 and ISO 14001, and ensure sites are managed to these standards
  • Analyze and prepare project Monthly reports as required,
  • Coordinate  and participate in site HSE Committee meetings, and be able to coordinate the contractors HSE activity at site
  • Implement the site construction HSE requirement, prepare HSE alerts as appropriate and implement improvements as necessary
  • Develop Construction Health, Safety and Environmental training schemes and presentations for all levels of staff
  • Participate in training, and development of HSE personnel, so that the HSE procedures and work practices are adequately communicated and understood
  • Participate in setting and implementing the HSE & Security business plan and objectives
  • Prepare appropriate reports and disseminate the report / matters arising throughout Construction Operations and others as necessary

Skills / Qualifications

  • Minimum 10 year experience as Site HSE Manager for large world class EPCC contracts of major Oil & Gas or Petrochemical projects
  • A degree in a relevant technical discipline
  • NEBOSH Diploma or Degree
  • Knowledge on construction HSE plan, objectives, ISO 9001, 14001, & OHSAS 18001
  • Well versed with Accident Prevention Methodologies & preparation of Incident / Accident Statistics, and reporting system
  • Knowledgeable of applicable Statutory regulations, National & International Standards, Codes, guidelines, OSHA, NFPA, Hazcon, Risk Assessment, Method Statement, Audits / Inspection, Training
  • Excellent command of English language
  • Good interpersonal skills with sound written and oral communication skills
  • Ability to communicate in an articulate manner with clients, consultants and subcontractors
  • Highly motivated, well organized, resourceful and proactive
  • Flexible approach and able to work under pressure with a can-do attitude
