  Shell Pipeline Company LP (SPLC), a Distribution business unit, is responsible for the management and operation of 4900 miles of pipeline and several terminal facilities in the US. These pipelines and terminals operate 24x7 to transport crude oil, finished products and chemicals to and from various locations and markets in the Gulf Coast, West Coast, and Mid-West regions.

The Shell Pipeline Control Center (CC) is responsible for the remote operation and monitoring of a majority of SPLCs pipelines and terminals. CC Controllers work 24x7 at the CC primary location in Houston, Texas. They receive information from and send commands to over 450 remote locations along the 90+ pipeline systems and terminals they operate.

The Control Center utilizes a complex system of equipment and SCADA software to provide the monitoring and controlling capabilities to the Controllers. Additional software applications and support systems are employed to provide for the maintenance, retrieval and analysis of historic information.

The CC Technical Staff is responsible for the 24/7 run-and-maintain activities for all CC equipment and software systems with the goal of achieving 99.999% availability for remote operations. Further, the technical staff is responsible for coordinating and executing modifications and additions to the SCADA system through direct interaction with field and project engineering personnel and ensuring field programming utilizes developed and approved functional specifications and is implemented by competent programmers.

The Automation Engineer is responsible for the implementation and management of the Shell Pipeline Automation standard ranging from functional specification development and management, implementation and oversight of the programmer competency program (staff and contractor), and review and approval of all Management of Change documents that involve additions or modifications to field automation control systems at over 450 remote sites. This role requires significant skill in the areas of programming (PLC, Controllers, Flow Computers, Protective Devices), Project Engineering, Field Operations Support, and RTU configurations and installations.

Job activities include:

Manage Engineer/Technician/Contractor Programming Competences
- Manage competence records (manually or through SOU when appropriate)
- Manage training tracks

Oversee the use of programming functional specifications
- Identify programming functions that require specifications
- Manage specification library

Serve as one of the company's Subject Matter Experts (SME) for programmable devices in the Global Management of Change (MOC) process
- Attain TA-3 status in PACO
- Review and simulate all MOCs involving programmable device changes
- Approve MOCs involving non-standard programmable device changes


Manage process for managing programmable device and RTU configuration files
- Maintain versioning/check-in/check-out methods
- Includes RTU Configuration Sheets

Serve as a focal point for security compliance with regards to PLC implementation.

Maintain Programming Certification required to maintain proficiency with all programmable device platforms.

Provide On-Call Support to Operations upon certification, the specialist will enter into a staff rotation that identifies one individual to serve as the first-call focal point for all after-hour CC technical issues. The On-Call staff member will provide basic troubleshooting support and, as necessary, involve the subject matter expert to reach problem resolution.

Provide 24x7 Support upon certification, the specialist will be expected to be available at any time (except during vacation periods) to provide support to the On-Call staff member or directly to the Operations Staff. Vacation schedules will be coordinated with other Technical Staff members to ensure adequate technical support at all times.

It is not expected that this position will require more than 20% travel.

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
  • Bachelor’s Degree in Electrical Engineering.
  • Minimum five (5)years of experience in project engineering and field control systems.
  • Proven SCADA experience (communications, networking) is preferred.
  • Experience with the following platforms is required: Allen Bradley Control Logix, SLC500, PLC 5, General Electric 90/30, 90/70.
