Overview / Responsibilities

Amec Foster Wheeler Environment & Infrastructure is seeking a Senior Construction Manager (CM) with a minimum of 15 years of construction management (CM) and / or construction engineering & inspection (CEI) experience on highway and bridge construction projects. This position requires a candidate with effective time-management, written communication, planning, organization and interpersonal skills. The ideal candidate has the ability to take initiative, work independently and coordinate efforts with multi-discipline teams. The candidate must possess outstanding leadership skills and have the ability to perform business development duties.


As a Senior Construction Manager, you will play a key role in expanding the capabilities of a successful transportation group not only in Texas but across North America. The ideal candidate has excellent leadership, strong technical capabilities and a commitment to delivering a quality product. A licensed Professional Engineer in Texas or the ability to be licensed in Texas in 6 months from the employment date is required.


Key Responsibilities

  • Business Development of the CM and CEI markets in Texas for TxDOT, toll authorities, regional mobility authorities and other agencies
  • Communicate and negotiate with clients for CM and / or CEI contracts
  • Develop project-specific CM and / or CEI service delivery strategies
  • Develop CEI teams and train and mentor key staff
  • Chair pre-construction meetings
  • Lead, direct and supervise the CM and / or CEI project teams delivering contract administration and construction engineering and inspection (CEI) services on complex and specialized major transportation projects per the contract documents, procedures, specifications and manuals
  • Oversee payments to the contractors, Change Order justification, inspector performance and resolution of construction issues
  • Provide guidance and direction as needed to the on-site CM and CEI project staff
  • Respond to questions and concerns and ensure that all complaints from clients and stakeholders are handled promptly and properly
  • Oversea the project close out phase, including certificate of substantial completion, punch-list, and receipt of as-built drawings, warrantees, and manuals
  • Provide design support and constructability reviews
  • Accountability includes timely and satisfactory completion of CM and / or CEI services per the contractual agreements and assuring satisfactory client service
  • Implement and oversee compliance with administrative and business operation activities including human resources, training programs, inventory, safety and budget monitoring
  • Maintain effective client relationships and leverage project experience to win work
  • Play key role in development and production of proposals, SOQs and presentations, ensuring the highest quality of information and documentation output
  • Manage the implementation of established procedures and the implementation of preventive and corrective actions

Skills / Qualifications

  • Degree in construction management, engineering or related field
  • Minimum 15 years of experience in construction and / or engineering of existing and new facilities
  • 10+ years as a Resident Engineer or Construction Manager with highway construction project experience from contract administration through project close out is preferred
  • Self-starter with strong oral and written communications skills
  • Proficient in MS Word / Excel / Outlook and project scheduling tools
  • Candidates must be familiar with TxDOT procedures, specifications, test methods and project administration manuals
  • Current TxDOT pre-certifications with Work Categories 11.1.1 and 11.2.1 a plus
  • Experience with alternative project delivery and federally funded local government projects a plus
  • Motivated to develop business from new and existing clients
  • Availability to work outside normal business hours as required
  • Possess an extensive understanding of construction standards and practices
  • Skill in construction document handling and administration
  • Skill in organizing and managing cost estimating, bidding, and scheduling procedures
  • Skill in documenting and assessing field conditions, RFI’s and change orders
  • Able to create and aggressively manage construction schedules
  • Able to manage sub-contractors and manpower and delegate tasks to complete goals, objectives and schedules
  • Skilled in client relations and customer service
  • Understanding of fundamental cost accounting practices
  • Excellent listening, communication and organizational skills
  • Ability to prioritize multiple tasks
  • Must pass drug test, physical, background check and must have a satisfactory driving record in accordance with the company's driving (MVR) policy

Physical Demands

  • Flexibility to travel to construction sites for extended periods and work outside of normal business hours
