Overview / Responsibilities

Amec Foster Wheeler Environment & Infrastructure is seeking a CE&I Practice Leader / Sr. Construction Manager with 15+ years of relevant experience to join our Dallas, Texas office and become an integral member of our team. Will be the Program Leader tasked with building a CE&I Practice focusing on the Transportation Market in Texas. Candidate may serve as Amec Foster Wheeler’s Client Account Manager for TxDOT. This position requires a candidate with effective time-management, written communication, planning, organization and interpersonal skills. The ideal candidate has the ability to take initiative, work independently and coordinate efforts with multi-discipline teams. The candidate must possess outstanding leadership skills and have the ability to perform business development duties.


As a Senior Construction Manager, will play a key role in expanding the capabilities of a successful transportation group in Texas. The ideal candidate has excellent leadership, strong technical capabilities, and a commitment to delivering a quality product. A licensed Professional Engineer in Texas or the ability to be licensed in Texas in 6 months from the employment date is required.


Key Technical Responsibilities

  • Business Development of the CM and CEI markets in Texas for TxDOT, toll authorities, regional mobility authorities and other agencies
  • Manage the respond to RFQs for potential projects
  • Communicate and negotiate with clients for CM and / or CEI contracts
  • Develop project-specific CM and / or CEI service delivery strategies
  • Develop CEI teams and train and mentor key staff
  • Lead, direct and supervise the CM and / or CEI project teams delivering contract administration and construction engineering and inspection (CEI) services on complex and specialized major transportation projects per the contractual documents, TxDOT contract documents, procedures, specifications and manuals
  • Provide guidance and direction as needed to the on-site CM and CEI project staff
  • Respond to questions and concerns and ensure that all issues raised by clients (internal and external) and stakeholders are handled promptly and properly
  • Oversee the project close out phase, including certificate of substantial completion, punchlist, and receipt of as - builts, warrantees and manuals
  • Provide design support and value engineering and constructability reviews

Key Managerial Responsibilities

  • Maintain effective client relationships and leverages project experience to win work
  • Lead the coordination, development and production of proposals, SOQs and presentations, ensuring the highest quality of information and documentation output
  • Accountability includes timely and satisfactory completion of CM and / or CEI services per the contractual agreements and assuring satisfactory client service
  • Implement and oversee compliance with administrative and business operation activities including human resources, training programs, inventory, safety and budget monitoring
  • Manage the implementation of established procedures and the implementation of preventive and corrective actions

Skills / Qualifications

  • Degree in construction management, engineering or related field desired but not required
  • Minimum 15 years experience in construction and / or engineering of existing and new facilities
  • 10+ years as a Resident Engineer or Construction Manager with highway construction project experience from contract administration through project close out is preferred
  • Self-starter with strong oral and written communications skills
  • Proficient in MS Word / Excel / Outlook and project scheduling tools

  • Candidates must be familiar with TxDOT procedures, specifications, test methods and project administration manuals
  • Current TxDOT pre-certifications with Work Categories 11.1.1 and 11.2.1 is a plus
  • Experience with alternative project delivery and federally funded local government projects is a plus
  • Motivated to develop business from new and existing clients
  • Availability to work outside normal business hours as required
  • Ability to travel frequently, generally within the state of Texas
  • Possess an extensive understanding of construction standards and practices
  • Knowledgeable in construction document handling and administration
  • Knowledgeable in organizing and managing cost estimating, bidding and scheduling procedures
  • Knowledgeable in documenting and assessing field conditions, RFI’s and change orders
  • Able to create and aggressively manage construction schedules
  • Able to manage sub-contractors and manpower and delegate tasks to complete goals, objectives and schedules
  • Skilled in client relations and customer service
  • Understanding of fundamental cost accounting practices
  • Excellent listening, communication and organizational skills
  • Ability to prioritize multiple tasks
  • Must pass drug test, physical, background check and must have a satisfactory driving record in accordance with the company's driving (MVR) policy

Physical Demands

  • Flexibility to travel to construction sites for extended periods and work outside of normal business hours
