Working under minimal supervision, reports and analyzes the cost/performance, review and assist updating schedules and contractual matters in assigned profit center area. Coordinates financial reporting of the current status (cost/schedule) of programs/projects to the Program, Department and Area Management. Analyzes historical and current trends to forecast future performance. Responsible for forecasting of the rolling flash, preparation of the annual plan, treasury management, cash flow projections, general ledger management, and tracking other indirect costing functions. Assists in statutory or Government tax reporting and goodwill impairment analysis. Responsible for all aspects of cost volume preparation, including: written content, cost/price schedules, contractual aspects such as bonding and insurance coverage and audit support. Responsible for management and supervision of other Principal Cost & Project Analyst, Staff Cost & Project Analyst, Sr. Cost and Project Analyst and Cost and Project Analyst assigned to the area. Individual errors will directly affect, to a minor degree, the overall pace of production, or overhead cost for the profit center area.
Expectation of this function requires strictest attention to detail and accuracy, clearly communicated and coordinated efforts involving all the activities within the department position is assigned to. Technical knowledge of financial / cost performance is expected to be extensive in both breadth and depth. Typically, the Division Controller is responsible for the accounting functions of a profit center in excess of $30million in annual revenues. Is able to work as part of team of managers and technical personnel. Must be proactive in identifying and solving problems of high complexity. Must demonstrate and exercise good organizational skills and analytical / logical approach. Must have ability to synthesize diverse information (technical, schedule, and cost) and exercise good judgment. Must prepare accurate financial reporting as the profit center areas may carry substantial financial risk to the company.
Duties & Responsibilities
Management of other Principal Cost & Project Analyst, Staff Cost & Project Analyst, Sr. Cost and Project Analyst and Cost and Project Analyst assigned to the department.
Indirect Functions: Preparations & consolidation of rolling flash, annual plan, asset management, cash flow and other indirect cost tracking functions associated with profit center area.
Responsible for supporting contract and/or business area requirements relating to bonding, insurance, computer resources, financing, taxes, legal and human resources.
Responsible for analyzing request for Capital Expenditures relating to area to insure ROA & IRR requirements are met.
Assist Regional Controller with performance of Due Diligence work on potential acquisition, internal/external (EY & DCAA) audit requirements relating to the area, including internal rotating audits of SOX and Government Business Segment policies.
Responsible for supporting the profit center area in achieving the DSO and cash flow goals established in their annual MBOs.
Prepares and issues reports according to program and area requirements: Monthly/Weekly Project Status Report and Earned Value Reports using Cost to Cost computation and area Analyst reports as required by the various management.
Use project management software and implement from bid to baseline to earned value vs. actual — all cost/schedule variances applicable.
Oversee and/or properly maintain all projects and indirect cost centers within accounting systems relating to, however, not limited to As Bid/Budgets, Chart of Accounts and the active status of accounts.
Maintains working knowledge of various government and commercial financial terminology, regulations and clauses required in the profit center area.
Prepare cost volumes associated with various commercial bids or RFPs assigned, maintain for historical purposes all cost volumes prepared and support any audit requirements of these volumes.
Assist in maintaining compliance with GAAP, ISFR, Government system policy, Sarbanes/Oxley, ISO, Subsafe and any other procedural requirements of the profit center area or the company.
B.A. in Accounting or equivalent required or equivalent years of experience.
15+ years’ experience in performance/cost measurement or financial Analyst is required.
Working knowledge of Word, Excel, Project Management/Scheduling Software (MS Project, MPM, Primavera, etc..), and accounting software (Peoplesoft preferred)
Must possess good written and verbal communication skills and the ability to successfully interact with all levels of the Company and subcontractor organization.
A background knowledge in government and commercial contract requirements.
Knowledge of performance measurement principles such as earned value, scheduling, IRR, ROA, Payback, DSO, cash flow and Operating Efficiency.
