This individual will operate in a leadership role, partnering with internal and external capture, pricing, and operations teams, to manage the development of compliant, compelling, competitive, and winning proposals. The Proposal Manager is responsible for leading all proposal activities, including directing proposal team personnel, managing proposal schedules and deadlines, developing proposal outline and compliance matrix, writing, and monitoring the progress of the proposal through to submission. The Proposal Manager reports directly to the Director of Strategic Business Strategy.
DoD Secret Security Clearance, or the ability to obtain one, required.
Duties & Responsibilities
Specific duties will include:
Serve as Capture team member when assigned.
Manage and direct all proposal efforts and personnel in accordance with the steps and tasks associated with the ADTECH proposal process.
Conduct Proposal Process training to members of the proposal team.
Identify and specify the roles and responsibilities expected of proposal team members.
Build a proposal team and lead the proposal kick-off meeting.
Analyze the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs.
Track RFP amendments via FBO.
Lead and/or write sections of the proposal.
Conduct all technical volume color reviews (blue, black, pink, red and gold) and price volume reviews throughout the proposal process.
Manage final edit and production of all volumes.
Maintain ADTECH’s/MSD Proposal Procedure Instruction.
Respond to Sources of Sought, Request for Information (RFIs), Market Research, etc
Make recommendations for new processes where they may improve quality and organization effectiveness.

The successful candidate must possess:
Bachelor’s Degree or equivalent experience
Minimum of 10 years in proposal management, proposal development, and the direct management of proposal operational organizations. On average, have approximately 15 years of work experience, five years specifically in Federal proposal management
Working knowledge of technical requirements associated with ship repair, submarine maintenance and the general industry.
Demonstrated experience requiring a high degree of proficiency in all MS Office Professional applications
Ability to work often unpredictable schedules, including overtime, evenings, and weekends; and often over holidays
Demonstrated experience requiring exceptional verbal and written communications skills.
Demonstrated experience requiring exceptional analytical problem-solving skills and critical thinking.
Understanding of basic Federal Acquisition Regulations (FAR) and the Cost Accounting Standards (CAS) requirements.
Understanding of the basic types of Government contracts such as fixed price, cost reimbursable, incentive fee, award fee, and/or time & material, and how they impact project execution decision-making.
The ideal candidate would also possess:
Bachelor’s Degree in business, marketing, finance, or management.
Trained in one or more proposal processes used in the defense industry, i.e. Shipley.
Demonstrated understanding of capture and contracts management
Demonstrated experience requiring proficiency in Financial Information Management Systems such as PeopleSoft, Deltek, or similar applications.
This position is exempt from the Fair Labor Standards Act and is paid a fixed salary accrued on a weekly basis and paid bi-weekly.
The position is located in Chesapeake, VA, and may require travel.
