Supervises and directs efforts across the programs in Hawaii in cost, schedule and technical performance in all assigned product lines, primarily in submarine, surface vessel, and manufacturing operations. Ensures processes are developed, maintained and improved to ensure a positive profit center in support of the organization’s other departments and ultimately, other divisions of the Company. Determines the most cost effective and productive methods to enhance department and program capabilities, safety maintenance, and control of unallocated direct costs through LEAN and other industry accepted process improvement methods. Provides advice and counsel to the Division Vice President and General Manager, peer Directors, and customers as necessary in order to gain cooperation and acceptance of ideas and actions. Makes key decisions and takes independent actions, subject to guidance from executive/senior management, to ensure the Division is following broad objectives on strategic and operational matters.
Duties & Responsibilities
The Program Manager - Hawaii reports directly to the Director of Programs for the performance of assigned responsibilities.
Ensures all work is conducted in a safe and technically correct manner. Fosters an atmosphere that encourages continued efforts to improve safety record.
Takes broad independent action to ensure the Division achieves its objectives on strategic and operational matters affecting the major function or department in the organization. These decisions are subject to guidance from executive/senior management and may include project priorities, personnel requirements and control of overhead costs. The impact of these decisions is such that errors may be significant and cause major expense, loss of important accounts, or may damage the company prestige and good will. Monitors key performance metrics. These metrics may, at times, be required for important corporate decisions.
Works closely with the other members of the leadership team to maintain a positive profit center within the Division and in support of Sector goals and objectives.
Promotes existing customer relations through frequent communication. Consults with customers to gain cooperation and acceptance of ideas and actions. Projects a positive image to employees, customers and similar industrial companies by ensuring a cost-efficient, quality product is produced in accordance with the customers’ requirements.
Supports the Business and Contracts Offices in evaluating new quotations and estimates and ensuring prompt on-time CDRL deliveries. Works with the Business Development/Strategic Planning team to identify and pursue new customers, programs and business opportunities.
Maintains a positive work environment through positive actions to affect morale, providing adequate opportunities for employee personal growth, and ensuring the Division meets all Federal, State, Local and Company laws regulations and policies. Mentors subordinates and other senior managers by providing guidance, training, and performance evaluations through personal example. Provides accountability requirements and goals used for conducting annual performance evaluations of department personnel. Takes proper and judicious disciplinary measures when required. Consults the Human Resources Manager for assistance with handling grievances and discipline. Provides advice to the GM/VP in hiring/releasing actions, merit increases, and other employee performance actions.
Formulates, reviews and updates methods and processes to increase safety, quality and production effectiveness. Provides independent judgment in the resolution of problems that may not be readily apparent due to unforeseen circumstances, vague symptoms or incomplete facts/figures.
Identifies and develops marketing and business plans for targeted opportunities that fall within the capabilities of the Company. Markets and captures work to ensure the Company’s Core Business Objectives and competitiveness in the marketplace is maintained. Keeps abreast of evolving technology and procedures, which may enhance the opportunities for future projects.
Prepares cost estimates for ROMs or responses to Requests for Quotes or growth and new work. Must have the ability to work with the SUBSAFE organization, Engineering, Production, Operations Support and Resource Departments.
Ensure timely delivery of accurate CDRL submissions. Works closely with Programs Analysts to obtain appropriate date for reports.
Tracks financial progress and status of assigned projects and develops and coordinates corrective actions/adjustments when necessary to ensure profitability.
B.S. in Management, Finance or Marketing or a B.S. in Mechanical, Electrical, Systems, or Marine Engineering with significant business/marketing courses. Masters preferred.
Minimum ten years management experience in submarine, deep submergence systems, and/or surface ship repair, overhaul and modernization with a minimum eight years of significant participation in programs related to complex mechanical and/or electrical systems, marketing and personnel management.
Technical knowledge of all aspects of hull, mechanical, electrical, and damage control maintenance of U.S. Naval vessels. In-depth knowledge of U.S. Navy’s Joint Fleet Maintenance Manual and the NAVSEA Standard Items, and the SUBSAFE program. Demonstrated experience in Scope of Certification (SOC) and / or SUBSAFE requirements.
Detailed knowledge and experience in PMI-level project management is required. Certification as a Project Management Professional (PMP) or Program Management Professional (PgMP) is preferable; such certification will be required within six months of hire date.
Experience with successful LEAN improvement efforts desired.
