FPSO Skarv's Turret, Mooring System Passes PSA's Safety Test

From September 10-11, 2008, the Petroleum Safety Authority Norway (PSA) conducted an audit of BP at Single Buoy Moorings (SBM) in Monaco. The audit was related to engineering of the turret and mooring system for BP Norge AS' floating production facility, FPSO Skarv, which will be used on the Skarv field off the coast of Nordland in Norway.

Background for the Audit

The PSA is to set standards for and follow up to ensure that the players in the petroleum activities maintain high standards as regards health, safety and the environment, and thereby also contribute towards creating the greatest possible values for the Norwegian society.

The PSA shall also contribute to reduce the risk level in the petroleum activities by following up to ensure that the players facilitate technical and operational integrity. Good safeguarding of load-bearing structures and maritime systems is important to maintain an acceptable risk level.

Purpose of the Audit

The purpose of the audit was to verify that BP, in the engineering of the Skarv facility, safeguards the regulatory requirements within the area comprised by the audit.

Result of the Audit

PSA's general impression is that the work carried out so far on the engineering of the turret and mooring system at Skarv has been thorough and good. No non-conformities in relation to the regulations were identified. However, PSA has identified five factors with a potential for improvement in relation to the use of check lists, version control of software, interface requests and analyses.
