Oil and Gas Development Corporation Limited has recently signed a 100% funding package with a leading United States investment and merchant banking organization to project manage the design, fabrication, and construction of a new 180kbpd export refinery and an offshore deepwater rig repair and offshore support facility. Discussions are ongoing between OGDC and Government officials to identify the most strategic locations for these facilities.
OGDC is represented in Ghana through its sister company G&J Oil and Gas Development Limited.
OGDC has recently been awarded its own allocation for the purchase of the feedstock that will be required to effectively utilize the refinery. In addition talks have been held with representatives of neighboring ECOWAS countries to establish processing agreements.
This announcement comes on OGDC being mandated by a leading Venture Capital organization to project manage the turnkey delivery of 4 new build Drilling Swamp Barges for use on a charter basis in the West African and South East Asian oil and gas market. OGDC is currently identifying potential shipyards across the world including facilities in Scotland and Ireland, as the partners want to keep all options open and turn the Swamp Barges around in the quickest possible timescale. It has been agreed between the partners that this project will not be awarded on the basis of cost alone but on commitment to deliver good quality vessels on time and against an agreed budget, while taking cognizance of the fact that shipyards in Scotland and Ireland have an excellent reputation for the quality of vessels that they deliver.
It is estimated that the projects will generate over 2400 jobs in Ghana constructing the refinery and approximately 380 fabricating and constructing the Swamp Barges.
