ANH Unveils Major E&P Tenders Through 2009

Colombia's hydrocarbons agency ANH aims to tender E&P contracts for the Soapaga block in the Cordillera basin and the Cesar Rancheria block in the basin of the same name in 2007, according to ANH director Armando Zamora.

ANH will tender one of the three Crudos Pesados blocks in the Llanos basin in 2007, 2008 and 2009, he said at the 3rd Annual Energy Integration Congress in Buenos Aires hosted by BNamericas and International Business Communications.

Further, ANH aims to tender the Choco block on the country's Pacific coast during 2008.

Meanwhile, ANH will launch a tender for the E&P of 15 blocks along the country's Caribbean coast in December this year.

The agency is tentatively scheduled to publish drafts of the reference terms in January 2007 and begin selling technical information packets in February. ANH then aims to publish the definitive reference terms in April and pre-qualify companies in May.

The agency is slated to receive bids from interested companies in June and subsequently sign contracts from July-August, Zamora said.

Information from the exploration efforts can be acquired from ANH for US$20,000.

And French geophysical services company CGG is performing an additional 3,000km of seismic work.

The French firm will be set to sell the data from January-February, Zamora told BNamericas on the conference sidelines.


ANH plans to invest US$50mn a year through 2020, Zamora said.

To that end, the agency had overseen the drilling of nearly 40 wells and some 12,000km of seismic evaluation in 2006 as of September and is aiming for more than 50 wells and 19,000km of seismic in total before year-end.

Projects are part of ANH's campaign to attract foreign investment in an attempt to mitigate the impending end of hydrocarbons self-sufficiency, which is expected for 2011.

The country has attracted some US$1.5bn in foreign investment so far this year.
