The documents also show that Blair saw a spike in energy prices as a key problem if the U.K. joined a military attack.

"Oil prices. This is my big domestic worry," he wrote to his chief of staff in March 2002.

"We must concert with the U.S. to get action from others to push the price back down. Higher petrol prices really might put the public off," Blair wrote.
