To date, operators have struggled to build unconventional 1.0 and 2.0 projects outside of North America. However, the development of international plays does not need to follow the same sequence of phases as has been successful in the United States," Clarke said.

Wood Mackenzie's view could help drive the shale gas debate in Europe in favor of the oil and gas industry, which wants to see wide-scale unconventional development in the region. The UK is pressing ahead with shale gas development, while several other European countries have made more positive noises about unconventional oil and gas in recent months.
