PSA Issues Notice of Order for Scarabeo Incident

Norway's Petroleum Safety Authority (PSA) on Tuesday issued a notice of order to Saipem to review the company's operations after PSA found serious breaches of regulations in Eni's operations following the stability incident with the Scarabeo 8 (UDW semisub), PSA said in a statement Tuesday.

On Sept. 4, the rig listed while drilling exploration well 7220/10-1, the Salina prospect, for Eni Norge in the Barents Sea. No workers were injured in the incident, and no damage was inflicted on the rig or the environment. PSA gave its consent for Eni Norge to continue drilling using the Scarabeo 8, which would allow Eni Norge to drill appraisal well 7122/7 in the Goliat field.

PSA's investigation identified deficiencies in processes to ensure compliance with requirements for expertise in safety-critical functions and the use of information significant for safety and risk management. The investigation group found four non-conformities that deal with management follow-up, compliance with internal requirements for securing expertise and non-conformity processing, including risk assessment.

Based on these findings, PSA has issued a notice of order to Saipem to review how the company ensures management of processes, as well as compliance with its own requirements related to staffing and expertise, and implement measures based on this review.

Saipem also must implement measures that ensure management of processes and compliance with requirements related to health, safety and the environment in the company in general, PSA said. Saipem must comply with the order by April 1, 2013.
