Our client, a Well known Oil and Gas Company based in the UAE is on the look out for an Offshore HSE Advisor for their operations.
Basic Function and Scope :
Acts as a focal point for all levels of offshore personnel on all aspects of HSE and QA/QC support services. Provides expert advice and leadership on occupational safety, industrial hygiene, environmental protection and safety management as part of the offshore multi-discipline team. Provides detailed guidance to the Field Superintendent on all safety matters and company standards.
Tasks and Duties :
Lead, manage and support the policies, goals, efforts, and programs of the Company's Health, Safety and Environmental (HSE) Management System. Ensure HSE issues are given primary consideration in all activities undertaken. HSE risk identification, management and mitigation are primary responsibilities.
Report daily to the HSE Manager providing information on all aspects of HSE activities offshore.
Act as offshore custodian for HSE Standards and Procedures providing review and revision and authorship where necessary. Lead the introduction rollout and training of standards, policies and procedures.
Proactively monitor and review the event and audit databases ensuring that recommendations, findings and actions are implemented, as appropriate, and in a timely manner.
Proactively monitor, review and audit all aspects of the offshore facilities operations to ensure that safety and environmental performance standards are being met. Identify issues and recommend improvement plans as appropriate.
Provide an expert occupational safety service to the Field Superintendent and Offshore Leadership Team.
Promote Safety, Health and Environmental leadership within line management. Raise cultural awareness and personal responsibility understanding of all employees and contractors, and improve knowledge of offshore employees in HSE technical disciplines (JSA, PHA, RA).
Coordinate and/or monitor all safety meetings to ensure that meetings are effective and that current HSE information is both accurate and pertinent. Responsible for determining group safety meeting schedules and themes.
Provide quality assurance processes in support of HSE activities of the asset.
Oversee and improve, where appropriate, the safety induction and orientation briefing for new personnel offshore.
Play an active and leadership role in incident investigations, and specifically on high potential incidents to ensure accurate reporting. Responsible for ensuring the implementation of findings and/or actions.
Act as a single point of contact for risk assessment and provide expertise to leadership in developing appropriate resolution. Ensure consistency in the application of risk assessment.
Act as a resource for Asset and Operating Integrity issues and audit for compliance as and when directed.
Review work packs, job packs and procedures to ensure that HSE involvement is at the appropriate level and that hazards have been correctly addressed and mitigated.
Act as the HSE ambassador on large projects, shutdowns, and turnarounds and provide guidance on all operational issues requiring HSE input.
Act as the offshore focal point for all HSE related training ensuring that all offshore personnel become trained against the HSE training matrix.
Will be the offshore Radiation Safety Officer monitoring all activities involving radio isotopes, NORM (LSA) and measuring devices, and providing training and awareness as necessary.
Liaise with the Offshore Medical Officer in all matters to do with industrial hygiene both on the facilities and the marine boats.
Review the inspection, maintenance and condition of all safety equipment offshore in particular the fire-fighting and life-saving equipment.
Lead the Safety Training Observation Program offshore ensuring effective participation. Monitor trends and provide training as required.
Act as vice-chairman for the Offshore Safety Leadership team arranging meeting frequency, agendas and responsible for closure of follow-up items.
Provide support and implement business initiatives demonstrating commitment as and when appropriate.
B. Sc. Technical discipline.
10 years in the Oil & Gas industry with a minimum of 5 years in an occupational Health, Safety and Environmental role. Offshore experience desirable.
Recognized experienced based HSE qualification, i.e., NEBOSH, ASP, or equivalent.
Fluency in English.
Awareness of cultural (working) differences.
Experience working in a multicultural environment.

Leader, ability to establish direction, team player, team builder, technically minded and skilled (offers solution for - present and prevention tactics for future).
Lead the vision of safety and motivate staff towards it.
Job rotation 28 days on/28 days off.
Duration: Long Term Permanent position
