Job Description

Purpose:        

  • To coordinate regulatory approvals and compliance activities of the EMKI Drilling Projects in order to meet the related work schedule.

    Accountabilities and Responsibilities:

    The job holder is responsible for:

    • Coordinating and executing contractors' permitting and regulatory compliance activities.
    • Ensuring complete and timely preparation by all execution contractors of all construction and commissioning documentation required for Working and State

    Acceptance Commissions.

    • Developing and updating a Project Permitting and Approvals Plan, identifying all required permits, approvals, licences, consents for each execution contract / activity throughout the Drilling Project.
    • Reviewing and endorsing contractor Permitting and Approvals plans, regulatory compliance plans, and other related contract and project deliverable.
    • Monitor contractor activities regarding permits, approvals, licenses and consents related to EMKI Drilling Project activities.
    • Coordinate the preparation and timely submission of permit applications and other technical documentation required to obtaining permits, and ensure compliance with Republic of Kazakhstan (RoK) requirements.
    • Participate in meetings, providing clear permitting guidance and full support to the project team by ensuring that all required permits are properly identified, prioritized and obtained on time in accordance with project execution schedule.
    • Developing regulatory permitting and compliance procedures and monitoring of their application, including plans and schedules, in accordance with project and company guidelines.
    • Coordination of RoK approvals related to the construction and start-up of project drilling rigs. Providing input for the definition of the project regulatory approvals strategy and procedures. Implement regulatory processes and procedures to ensure compliance with RoK requirements.

    Main Interfaces:      

    • All staff members within the SHE - Environmental and Regulatory Department, project personnel, HSE across the organisation, Legal and site project staff as needed.
    • Regional and national authorities and contractors, sub-contractors of client in the completion of project objectives related to permitting and compliance issues.

    Qualifications & Experience:    

    The job holder must have:

    • University or equivalent degree in a technical oil / gas, construction, legal, or administrative curriculum.
    • 5+ years experience in oil / gas or construction industry.
    • 3+ years experience in permitting or regulatory role desirable.
    • Bi-lingual (fluent) in English and Russian (Kazakh considered beneficial but not essential), prefer native Russian/Kazakh speaker.
    • Experience in HSE areas.
    • Knowledge and understanding of Kazakhstan regulations regarding oil and gas operations.
    • Experience in coordinating regulatory approvals and compliance.
    • Approval to work in the United Kingdom.

    Required Competencies:  

    The job holder must have proven:

    • Knowledge of RoK rules, regulations, standards.
    • Communication skills to work and build relationships with local authorities and key interfaces.
    • Computer skills in Microsoft Office (Word, Excel, Outlook, Project, PowerPoint, Access).
    • Ability to coordinate business activities in a multi-cultural environment.
