Description:
The HSE Supervisor position surveys service and support for the company's HSE management system at the District to both management and field staff. Leads the station/field HSE initiatives under limited supervision. Will be responsible to provide awareness of effective implementation, development and administration of safety practices, policies and training through various methods. Must be familiar with OSHA, DOT, Federal, State and local health, safety and environment regulations.
Incidents/Accidents:
- Reporting, investigation: and recovery as needed
- Work with District manager(s) for correction to incident/accident problems. Identify and determine corrective action or actions assist and insure compliance.
- Facilitate I/A review process
- Monitor I/A's for patterns gather and distribute statistical information to managers
- Insure proper forms / documentation is completed by all personal and in accordance to CMS.
- Risk Identification
Inspections:
- Conduct monthly, quarterly and annually for facility and field locations.
- Facilitate and or participate in 3rd party inspection both facility and field. i.e. Fire inspection, customer visit, Governing boards.
- Document required action, follow up and time allocation. Follow up on past inspections for clarification and compliance
- Distribute and file inspections clarify findings with management.
- Insure information gathered and distributed can be referenced threw various support mechanisms.
WCB-Modified Work:
- Report of incident / Accidents to WCB
- Coordinating modified work program for injured employees. Facilitate modified work agreements and insure they are completed, distributed and filed.
- Investigate claims as required.
- Insure legislative and CMS protocol is followed.
- Periodically act as the (liaison) between doctors and WCB.
- Document and record support information in a format pre-determined to clarify with management any WCB claim.
- Management Meetings / Safety meetings:
- Attend and participate in District safety meetings.
- Attend and participate in weekly operational meeting to facilitate HSE issues
- Ensure meetings are documented in accordance with CWS policy.
- Participate in monthly departmental meeting as required.
Safety Training and Orientation:
- Orientation for new hires; refreshers as required for existing staff.
- Facilitate walk a rounds and CMS employee handbook review.
- Commence and assist management and supervisors role in orientation
- Insure pre trip exercise has taken place and reviewed.
- Training program development, scheduling, tracking and delivery for various safety courses.
- Facilitate and monitor adequate training for various levels throughout district on standard safety courses.
- Clarify competence of training received
- Evaluate and monitor 3rd party instructors for consistency and program value.
- Maintain Instructor certification
- Review safety policy for areas of improvement and make recommendations to management.
Environmental:
- Ensure spill response and reporting including remediation supervision.
- Waste Management, assist in audit protocols
- Evaluate new products to implement controls and environmental concerns
- Ensure compliance both on local, state and federal legislations
ARSO Duties:
- Maintenance of files as required.
- Administration of leak test requirements.
- Inspector liaison during audits.
- Inspect gauges for identification labels and securement
- Ensure district complacence of license restrictions and or guidelines stipulations.
- Perform in-house audits quarterly and report findings to management.
- Facilitate Radiation training
- Insure documentation is in order both at facility and field level.
- If local RSO is absent assume the responsibility
- Able to use and maintain Radiation monitoring instruments for monitoring and measuring
- Facilitate and insure compliance of CMS radiation manual.
Reporting to Head Office:
- Per HSE system requirements
- Compiling performance data, as required
- District activities
- Follow-up of HSE documentation i.e. investigations
- Recommendations on policy, procedure and practices
- Development and progress reports on assigned tasks
- HSE support material
Requirements:
- Post Secondary Education
- 10 years minimum Oil and Gas field service experience (in pumping) preferred including extensive HSE experience
- Health, Safety, Environment certification or equivalent (e.g. NASP EHS Management Specialist )
- Trainer accreditation in HSE related courses (e.g. HASMAT, First Aid, Driver training, NASP STS or PST)
- Team orientated with a strong background in individual accomplishments.
- Proficient in time management
- Audit experience (preferred SAC Certified Safety Auditor experience)
- Incident-Accident investigation knowledge and experience
- Proficient in Outlook, MS Office, Digital Scanning software, digital photo operation
- Excellent interpersonal, written and verbal communication skills
- Able to facilitate and insure tasks are carried out in a timely fashion.
- Able to set and achieve goals allocated by the company and personal.
