Overview

ConocoPhillips has an established operational base in the Permian Basin of Texas and South East New Mexico. This area continues to be a strong production base with renewed attention and activities in asset upgrades, enhanced oil recovery projects and ongoing development.

Activities warrant a full-time project team supporting a large number of projects and programs to better utilize company and contract resources while increasing predictability and consistency of project results. The project manager will be accountable to ensure proper front-end-loading, planning and estimating and safe delivery of capital facilities to cost, schedule and quality commitments. The Project Manager for the Permian Conventional Assets will either be based in Midland, TX (preferred) or Houston, TX (if living in Houston, then travel will be approximately 50% of time to Midland).

Responsibilities may include:

Represent Surface Facilities on the Permian Conventional Asset Team through FEL and Execution scopes of work including:

  • Assemble/Recruit the Project Team for successful execution
  • Organize and lead the FEL Process and assemble Gate Deliverables
  • Work with the Engagement Manager to complete the Management Review and Approval processes as required
  • Lead the effort to develop the overall Contracting Strategy for projects and ongoing activities
  • Interview prospective Contractors, assemble an approved bid list, in conjunction with supply chain, execute the bid and award process for all phases of the Project
  • Interact with the Steering Committee to set goals and Project Objectives as well as provide regular updates on progress
  • Prepare a comprehensive Project Execution Plan
  • Foster the establishment of an effective Safety Culture for the Project and Lead Project Safety
  • Lead the development of a rigorous Risk Management plan
  • Ensure strong Project Controls are implemented and are effective in managing the Project. This includes Planning and Scheduling as well as cost analysis, forecasting and the Management of Change Process
  • Work with Procurement to set up a comprehensive plan for overall Procurement as well as managing long lead equipment and major fabricators and vendors
  • Ensure a thorough Cost Estimate is prepared and lead a rigorous and transparent review of the estimate
  • Understand Business and Site requirements to ensure all stakeholders are represented in the Project Execution Plan
  • Drive a collaborative atmosphere and sense of urgency within the team that will be effective over the life of the Project
  • Mentor and develop Team members to raise the skill and confidence level of the team as the Project progresses
  • Work with the assigned HR Business Professional to ensure HR issues are properly managed for the Project Team. Understand HR policies and processes related to Project teams
  • Develop mobilization and demobilization plans for the Team, including Contract and Seconded personnel
  • Oversee development of proper metrics which will be tracked and reported for the life of the Project
  • If an Interface Manager is not part of the team, Interface with Project Stakeholders to allow the Project Team to concentrate on execution

 

Desired Skills:

Basic/Required:

  • Legally authorized to work in the United States
  • 10+ Project Management experience in the energy industry
  • Bachelor's degree in Mechanical, Electrical, Chemical Engineering or other engineering field
  • Advanced experience in scoping, planning and scheduling
  • Advanced demonstrated experience and expertise in budgeting, cost planning and forecasting
  • Direct experience in managing the Change Order and Cost and Schedule Trend Process

Preferred:

  • 10+ years of Project Management experience in the oil and gas industry
  • Advanced knowledgeable of industry Contractors, vendors and fabricators as well as market trends
  • In depth knowledge of Contract Strategy evaluation and application of an appropriate course of action for any given strategy
  • Track record of delivering major capital projects for upstream or midstream
  • A knowledgeable champion of COP Safety culture
  • Ability to recruit competent individuals and develop the Project organization recognizing the needs and constraints of complex upstream resource developments and uncertainties
  • Strong understanding of Project dynamics so problems and challenges are anticipated and mitigated in a timely manner
  • Excellent written and verbal communication skills
  • Experienced in presentations and routine reporting
  • Strong knowledge of Project policies and best practices with a wide network of resources to assist with Project needs
  • Familiarity with ConocoPhillips project processes strongly preferred
  • Ability to develop the necessary organization to fit a wide range of Contract and Construction strategies
  • Experienced in the Risk Evaluation and Mitigation Process and its use in developing the Contingency profile
  • Knowledgeable of US industry contractors, vendors and fabricators as well as market trends
  • In depth knowledge of Contract Strategy evaluation and application of an appropriate course of action for any given strategy
  • Ability to lead the Company team in Contractual and Claim negotiations in large Projects
  • Ability to maintain a calm, focused and rational demeanor under pressure filled situations and negotiations
  • Background in use of Planning and Scheduling tools to manage Project progress
  • Skill in Project Cost analysis and forecasting. Experience in managing the Change Order and Cost and Schedule Trend Process
  • Good understanding of the Company QA/QC Processes and requirements needed for an effective Quality Management System. Champion for Project Quality
  • Understanding of Interface Management with a variety of Stakeholders (Operations, Drilling, Government, utilities, partners, lenders, community groups, etc)
