HSE Manager (EAL)

We are working with a leading operator who are looking for a highly motivated and experienced HSE (EAL) Manager to join their team in the London office.

The Role:

You shall report functionally to the Group HSEQ Manager E&P and to the Drilling Manager.  In country, close interface with the Operations Manager is required.
The filling of this role with a competent HSE Manager will allow the Group HSEQ Manager and wider Team to further deliver an excellent standard of service to the Algeria Project and broader organisation.  

Responsibilities:

• Provide HSE leadership and support to the Drilling Manager and all EAL activities
• This position combines the dual roles of the provision of competent HSE advice and support to the Algeria Project team and the E&P Business Unit as required
• Work in close cooperation with the Group HSEQ Manager to achieve continuous improvements in all EAL's HSE related activities
• Where appropriate, work with the Group HSEQ Manager on BU wide projects and programs
• Ensure that the HSE Management System is properly developed and implemented according to the company's activities
• Provide a competent & proactive service to the UK and Algeria located Drilling team to ensure that HSE risks are understood & controls or mitigations are put in place in a timely & economical fashion

• Lead internal HSE initiatives and training, enhance the HSE culture
• Provision of HSE support & advice to staff & contractors and through a clear strategy, planning & performance monitoring drive excellent HSE performance in both staff & contractor communities
• Provision of proactive HSE advice and support to the Drilling Manager, Hassi Messaoud located Operations manager and the HSEQ group as required
• Ensure that the HSE risks associated with the client's E&P Algeria Drilling activities are systematically identified & mitigated
• Ensure contractors are systematically assessed through a rigorous monitoring & auditing process & managed to achieve an excellent performance
• Focal point for Regulatory Authorities and the positive management of these relationships
• Assisting the Group HSEQ Manager E&P with longer term strategic planning issues  
• Management of the EAL HSEQ team and expert contractors for specific work scopes
• Risk Management supervision/guidance. Provide HSE inputs at HAZIDs, HIRAs, HAZOPs, SIMOPS, design reviews, gate reviews etc
• Assist in developing and maintain the HSEQ Management System, with specific focus on the EAL system
• Evaluation, approval and monitoring of HSE Programs and Plans
• Stay updated on current best HSE practice and relevant regulatory requirements
• Quality and Regulatory Assurance,  including the conduct of audits, verifications and accident investigations
• Development of Project and Asset specific HSEQ Plans
• Develop and maintain a permits & consents plan relating to drilling operations
• Establish & lead HSE Campaigns to target key risks associated with EAL operations
• Manage the collection & timely reporting of key proactive & reactive HSE metrics to the organisation;
• Participate in (& where appropriate lead) incident investigation teams including follow up and closeout of actions
• Plan & execute HSE Audits on drilling contractors, specific rigs & service companies as required
• Provide a competent resource for emergency & contingency management; develop & manage emergency response exercises as required
• Support and provide input into general EAL activities in Algeria, including future development planning & business development

• This is a new role building on the legacy processes in place. The candidate will need to work with the Group HSEQ Manager E&P to define the working scope of the role to ensure efficient delivery
• Although there are standards and processes in place at a GU level the challenge will be to ensure that the standard is both complied with and applied to Algerian Operations
• Communication of the GU's HSEQ goals and objectives is a key requirement of the HSEQ function and which the EAL HSE Manager role will be substantially involved in
• The further establishment of the HSE function as a competent service provider is crucial to the delivery of the GU's HSEQ expectations and a responsibility of the EAL HSE Manager and Team members
• Assist in the establishment of a positive HSE culture based around the sound understanding of risk management within the context of a Duty Holder environment
• Interaction with and the influence of contract project staff  

• Ability to work at onshore, project / senior management / Governmental level
• Communication and listening skills
• The ability to provide advice in a style which is both accurate and persuasive
• The anticipation of operational and GU requirements
• The provision of practical and well thought out solutions to HSE requirements
• Ability and determination to develop and learn
• Desire to be part of and lead a highly motivated and competent team
• Ability to represent the HSE Team at all levels including drilling and construction personnel within the organisation and external stakeholders

• Have a good balance between knowledge and the ability to communicate that knowledge
• Good leadership, motivational, communication and interpersonal skills
• The provision of practical & well thought out solutions to HSE requirements
• Organised, task driven & proactive
• Planning & supervisory skills
• Be prepared and physically able to travel to Algeria as and when required
• Be a member of the Emergency Response Team
• Be prepared to deputise for the Group HSEQ Manager
• Undertake necessary training and certification for international travel

Requirements:

• 10+ years relevant experience at a mid level
• NEBOSH Diploma or competent equivalent
• Nationally recognized HSEQ Professionals qualifications
• Relevant Bachelor Degree
• Recent North Sea and North Africa experience
• HSEQ Management system development and maintenance to international standards
• HSEQ Management role in an E&P organisation, an appropriate regulator or E&P industry contractor company
• Proven career as an HSEQ professional
• Senior, well proven and competent level of HSEQ theoretical knowledge and practical experience
• E&P and broader industrial background
