CONTRACTS MANAGER ROLE RESPONSIBILITIES
The Contracts Manager is responsible for managing the contractual aspects and managing dedicated Contracts personnel (if applicable on a defined large project) both during the bid period and during the project execution. Guided by the objectives of the company, the Contracts Manager provides the vision necessary to ensure that the project complies with the contract and has the proper controls, administrative, and reporting procedures to do this.
GENERIC KEY RESPONSIBILITIES & ACTIVITIES
Tender Period:
During tender period work with the Commercial Department, Legal Department and Finance Department as part of the Project Team allocated to the tender to ensure that the Clients Invitation-to-Tender is reviewed and if necessary qualified in accordance with Group and Regional policies and procedures. Ensure during clarification periods that all negotiations are formally recorded and that if awarded that deviations to Group and Regional policies and procedures are clearly identified and are approved at the appropriate level.
Execution Period:
Supervise, manage, mentor and support Contract Administrators or Graduate Contract Administrators dedicated to the project. Establish the responsibilities of both Subsea 7 and the Client within the contract and professionally throughout the project reminds both Subsea 7 and the Client of these responsibilities. Ensure PCG's/Bonds/Insurance Certificates etc. are issued and returned in a timely fashion. Give contractual advice to the project team and promote contractual awareness within the project team and supporting departments/functions and subcontractors. Review or draft ingoing and outgoing correspondence (Client and Subcontract if required) and attend and ensure all relevant meetings are minuted. Assist project team in management of any commercial issues and ensure invoicing is performed timeously and any invoicing issues are resolved quickly. Assist in all contracts and subcontract project kick-off activities, including contract document review, client deliverables, subcontract plan, etc. Assist in project risk management and opportunities. Ensure good records are maintained on a daily basis (e.g. vessels, fabrication sites etc.) to facilitate any future claims or disputes. Assist in subcontract, procurement and expediting execution work to assist and mitigate risk, limit cost increase and ensure delivery and ensure flowdown from Client contract. Establish cause, effect and liability and document and manage project change orders to client addressing both schedule, cost and overall impact. Where necessary ensure that all change orders are reviewed by all relevant project personnel and other departments (Engineering, SCM, Legal, Finance etc.) and that change orders are approved at the appropriate level. Responsible for driving the project to achieve projects goals and objectives. Timely notification and documentation of insurance claims. Provide day-to-day support to the project. Establish Project specific procedures in accordance with prime contract requirements. Assist in project reports that capture the operating condition of project and use such reports to assist Project Manager in identification and implementation of preventative measures or corrective actions. Motivate team. Foster a success-oriented, accountable environment within the project. Represent the company and project with clients and business partners. Ensure compliance with group and regional processes and procedures to ensure the project operates transparently. Be cognizant of cash flow and schedule requirements to meet the contractual obligations. Close out project in formal manner and feedback to relevant departments for future tenders/projects.
EUCATION REQUIRED:
BSC or MBA in business or similar field or professional qualification as a quantity surveyor or as a lawyer, engineer or economist/business manager.
EXPERIENCE REQUIRED:
Projects experience with 5 - 10 years relevant experience in and real exposure to challenges as outlined above. Must possess people management and leadership skills and have a strong commercial awareness and experience of company safety and quality management systems. Excellent interpersonal and communication skills. Adaptability, initiative and problem solving capability. Ability to work under pressure in an environment which expects the highest levels of confidentiality and ethical behavior. Knowledge of spoken and written English essential.
