SBM Offshore is currently seeking a Senior Project Buyer. The Senior Project Buyer is responsible for: set-up and maintenance of a Procurement Schedule in line with the overall project schedule; supervision and coaching of procurement support staff, as required; and approval or rejection of potential Suppliers and Contractors in line with the established QA requirements and corporate guidelines.
The primary scope of the Senior Project Buyer's work is related to procurement of all equipment, materials and services, which form a part of the project requirements. The scope can encompass: providing input to the Project Schedule and preparation of the Procurement Master Schedule; preparation of Requests for Quotation (RFQ) documents in accordance with technical, commercial, and quality requirements; expediting timely bid submission; obtaining and controlling quotations; coordinating requests for technical clarification, commercial communications and bid clarification meetings; conducting commercial negotiations and ensuring properly documented achievements with regard to cost and terms and conditions; preparation of a complete commercial bid comparison based on "Capital Expenditure" (CAPEX) and liaise with Engineering and/or Operations to assess "Operational Expenditure" (OPEX); and compiling the technical and commercial bid comparisons and prepare a Purchase Recommendation for approval by the Project Manager.
In addition, the Senior Project Buyer will; prepare and issue Purchase Orders (POs) and their revisions and follow-up order acknowledgement from Suppliers and Contractors; organize and coordinate necessary Kick-Off Meetings, Pre-manufacturing Meetings and subsequent inspections; monitor (possibly execute or manage in case of small projects) the expediting, inspection and forwarding activities and intervene as required; provide feedback to the Project Development Department as to cost data, equipment/material lead times and respective trends; provide support to project proposal preparation and estimating activities; and act as Deputy to the Procurement Manager as required.
The Senior Project Buyer will be expected to be able to: establish short and long range material objectives with respect to existing and planned contractual obligations; determine all elements to effectively plan and effect project materials programs; select the most appropriate strategy to accomplish objectives; assure that changing market conditions are assessed, analyzed and communicated so that market opportunities may be realized; commit to expenditure of company funds to the limits authorized by company policy; control appropriate project resources on major projects in line with the staffing guidelines provided by the Procurement Manager; and support compilation of up-to-date approved vendors and suppliers lists and coordination of information from other sources, both internal and external, to maintain these lists.
REQUIREMENTS:
Qualified candidate will possess a Bachelor's Degree from a University, Engineering or Commercial School and 10 years of relevant experience in offshore or marine / petrochemical procurement. Product knowledge of oilfield processing equipment is required.
Knowledge of Microsoft Word, Excel, Adobe, and Outlook is required.
Employee may be expected to travel on domestic and international assignments, and may be required to work occasional hours beyond the typical schedule.
