Job Description:

PURPOSE:
Promotes a proactive Health, Safety and Environmental (HS&E) culture for a global oil & gas equipment manufacturer and service provider by assisting with the implementation of core HS&E programs, policies and initiatives and primarily combining technical and occupational HSE requirements in Project execution as a subject matter expert. Provides solid, independent contribution with all aspects of the HS&E program and completes work independently on assignments involving varied and complex issues without direct day-to-day supervision. Expected to solve complex issues and make modifications as needed in order to complete functional and/or project goals within budgetary and scope constraints. This position will be expected to complete individual tasks but will have project team responsibilities while positively influencing other employees within the organization.

ENTRY QUALIFICATIONS:
Education & Experience:
Undergraduate degree in engineering-related field or similar discipline with a minimum of 5 years experience. Prefer professional certification in BCSP and/or CIH and an equivalent combination of education and experience in the following:

  • Participating and/or leading HSE risk assessments such as HazID, HazOPs, Hazard Analysis, Root Cause Analysis, Fault Trees, Reliability Block Diagrams, FMECAs, Reliability Centered Maintenance, project or facility design reviews, etc.
  • Developing and reviewing risk associated procedures and work practices;
  • Developing and implementing safety standards for safety critical equipment, including but not limited to preventative inspection, maintenance and testing standards;
  • Developing and maintaining safety risk registers;
  • Successfully managing close-out of action items from risk assessments, self assessments, audits, etc.;
  • Evaluating internal risk assessment system(s) in addition to providing and implementing recommendations for system improvements;
  • Providing safety technical analysis, reviews and recommendations to internal customers;
  • Assessing high-pressure systems to ALARP;
  • Supporting implementation of company HSE Management System;
  • Participating on incident investigation teams; and
  • Presenting and/or providing intercompany HSE communications between management, front line supervision, production employees and customer representatives.

TRAINING REQUIREMENTS:
Related regulatory requirements as well as corporate compliance. Refresher training may also be required as needed in the following programs:

  • U.S. Occupational Safety & Health Administration (OSHA);
  • U.S. Department of Transportation (DOT)
  • U.S. Environmental Protection Agency (EPA); and
  • Texas Commission on Environmental Quality (TCEQ)
  • Behavior-Based Safety (START Program);
  • HAZID/HAZOP
  • Root Cause Analysis
  • Incident Investigation;
  • Auditing;
  • Safety and Risk Assessment methodologies as described.


RELATIONSHIP RESPONSIBILITIES:

SCOPE OF RESPONSIBILITIES / ACCOUNTABILITY:
Indicate budget/revenue responsibility.
Specific responsibilities include, but are not limited to the following.

  • Implementing regulatory, corporate or customer HSE and technical safety requirements;
  • Advise on the establishment and support implementation of FMC technical safety requirements with the required departments.
  • Participating and/or leading safety risk assessments such as Hazard Analysis, Root Cause Analysis, Fault Trees, Reliability Block Diagrams, FMECAs, Reliability Centered Maintenance, equipment design reviews, periodic facility hazard reviews, project risk assessments etc. related to internal or client projects; Providing technical review of equipment and/or facility modification proposals with detailed analysis;
  • Providing safety technical analysis and recommendations for product design and facility operational safety critical equipment;
  • Assessing high-pressure systems to ALARP
  • Contributing as technical resource for contractor risk assessments;
  • Supporting close-out of actions from safety risk assessments, risk registers, audits etc;
  • Providing a review and recommendations for improvements to risk assessment system as part of broader HSE Management System;
  • Audit technical reviews of customer safety requirements and departmental technical responses.
  • Developing or reviewing internal standards, procedures and policies based on relevant laws and regulations;
  • Recognizing organizational impact of non-compliance to laws and regulations as well as internal guidelines and make corrective recommendations;
  • Leading incident investigations and contributing to formal Root Cause Analysis teams, as needed;
  • Participating in corporate special emphasis programs and compliance HSE Management System Audits at domestic and international locations;
  • Coaching with respect to JSAs, at-risk activities, unsafe conditions and safety improvement opportunities;
  • Participating as company representative at customer-sponsored HS&E forums and meetings;
  • Performing duties in a cost-effective manner but has no direct budget responsibilities; and
  • Acting as a steward of leadership through mentoring, coaching and complying with HR policies and procedures.

WORK ENVIRONMENT: Describe general working conditions (i.e. noise level, temperature, around heavy machinery)

  • Works in office environment approximately 75% of the time using standard office equipment;
  • Spends time in shop manufacturing or contractor fabrication environments 25% of the time, which involves moderate exposure to noise levels and shop machinery;
  • Moderate travel to local contractor and/or customer locations to represent project HSE issues; and
  • Intermittent international travel as project or company needs are identified.
  • May require occasional shift work.


PHYSICAL DEMANDS:

  • May require occasional handling of equipment or extended periods of standing and/or walking;
  • Spends time in shop manufacturing or contractor fabrication environments 25% of the time, which involves moderate exposure to noise levels and shop machinery;
  • May require occasional shift work.


MAJOR RESPONSIBILITY AREAS:

E/N Duties and Responsibilities

  • E Ensure in-country regulatory compliance - compliance with Federal, State, Local and Corporate requirements relating to training, recordkeeping, permits, reports, policy and procedures and other related compliance issues.
  • E Trains, monitors and coaches team members to improve skill level to ensure adherence to principles, policies and standards of HS&E processes in a reliable and cost-effective manner.
  • E Support the development of technical risk management strategies for projects through to operations.
  • E Participating and/or leading incident investigations, safety risk assessments such as Hazard Analysis, Root Cause Analysis, Fault Trees, Reliability Block Diagrams, FMECAs, Reliability Centered Maintenance, equipment design reviews, periodic facility hazard reviews, project risk assessments etc. related to internal or client projects; Providing technical review of equipment and/or facility modification proposals with detailed analysis;
  • E Advise on the establishment and support implementation of FMC technical safety requirements with the required departments.
  • E Conducts reviews of health, safety and environmental requirements and prepares departmental summaries for customer quote and bid packages.
  • E Provides support in compiling data and evaluating statistics for internal customer project teams, management, federal and state agencies.
  • E Provides support for corporate HS&E compliance cycle audits to ensure problem resolution and overall HS&E compliance.
  • E Ensure that technical safety requirements from the safety and reliability group and occupational safety requirements are addressed in project execution.
  • E Provide support mentoring local, in-country HS&E representatives
  • E Integrate corporate HS&E requirements with customer requirements
  • E Mitigate corporate exposure to regulatory fines and liabilities
  • E Participates in planning and scheduling projects.
  • E Consults with other departments on equipment designs, HSE issues and questions. Identifies root cause of problems. Develops or supports the development of alternative solutions and communicates associated benefits and risks to the organization.
  • E Prepares documentation, information and communications as required.
  • E Able to completely work independently on assignments involving varied and complex issues without direct supervision and act as subject matter expert.
