Reporting to the Region CIO, Region Data Manager is accountable for developing and executing a comprehensive Region-wide Data Management (DM) Strategy that highlights the business priorities and people, processes and technology needed to deliver the strategy in line with the overall Segment data management framework. Strategy The Region Data Manager develops long term plans that enable the prioritised delivery of a programme of data management solutions and manages the associated budget for people, technology and project deployment. They coordinate the Region budget planning process working with Function Data Leads, whilst they own and manage the IT&S DM budget, as delegated by the CIO. They track and monitor the total Data Management costs in the Region.
Services Accountable for IT&S and 3rd party resource allocation to project delivery and IT&S operational support. Monitors the provision and performance of the operational Data Management service. Process Accountable for developing and delivering Region-wide DM processes that enable cohesion, coordination and consistency across the Region via training, coaching and mentoring. Accountable for Continuous Improvement & automation of DM in their Region. Governance Accountable for defining and implementing a Region-wide DM governance framework facilitating Region-wide decision-making, standards and funding. Accountable for defining local information and records management policy drawing on internal BP policy and local external regulation. Performance Management Accountable for facilitating the performance process, defining and meeting local and strategic IT&S KPIs. Organisation The Region Data Manager is accountable for all IT&S DM resources in the Region, including those of third parties, and provides coordination and alignment to Function DM resources.
They provide leadership to the Upstream Data Management professional community within the Region, and representing them in the wider professional community. Projects Sequences and manages the delivery of Segment mandated/Common Tools and process implementations.
Establishes Portfolio of Improvement Projects and manage the budget, deliverables and resources. Communication and Engagement Communicates the Region Data & Information Management Strategy and roadmaps to the broader Region community. Influences the Region leadership in the data management strategic decisions. Global liaison with other Region Data Managers to regularly compare and contrast performance, define and embed best practices. Is active within the Data Management Communities of Practice and Interest.
Technology Accountable for translating business requirements into technical solutions in the Region inline with the Standard Solutions portfolio.
-Degree qualified, preferably in Information Technology or one of the Upstream Functions (Geology, Geophysics, Reservoir, Petroleum Engineering)
- Extensive experience spanning Upstream, IT&S and/or project management areas, with experience in the provision of IT services performing a technical Data Management role or similar business consulting role
- Thorough understanding of both IT and Upstream Oil & Gas key business processes
- Demonstrable experience linking Strategy to operational delivery - Experience in Program or Project Management leadership roles - Experience in Management of Change or business process improvement
- Experience of leading teams, with and without direct reporting lines
