
Our client, a major oil and gas company is seeking a Senior Contracts Specialist, based in St. John's NL.
Specific responsibilities will include:
* Responsible for development of tendering strategies, negotiations, contract management and providing commercial advice to internal customers during project execution
* Develop and administer contracts and procurement compliance plans. Provide input on development and refinement of procurement procedures, as appropriate
* Oversee and direct prime contractors' procurement and subcontractor management programs
* Interface with key internal management including Legal, Project Managers, Construction Managers, Project Controls Manager, and the Engineering & Procurement Management business unit leadership
* Actively provide governance advice to the Project Team on all contractual issues to ensure act in accordance with Contracts and Procurement terms and conditions
* Interface with project controls on cost, performance, progress assessment, payments, reporting, trends, and change orders
* Evaluate and ensure commercial activities are completed in accordance with established terms and conditions, while minimizing risk in accordance with Legal, Risk Management, HSEQ considerations
* Understand and provide guidance on the Commercial aspects of the business Operational Integrity Management System (HOIMS), working closely with Atlantic Region HOIMS Element Custodians * Provide leadership, and governance practices to ensure that payments and changes to contracts and procurement agreements are applied, regularly administered, documented, and proactively communicated.
* Other related responsibilities, as appropriate
The ideal candidate will have the following:
* Regular Canadian work permit
* A degree in Commerce, Law or Business Administration
* Engineering Degree supported by other formal commercial training is an asset
* SCMP Certification is a strong asset
* Minimum 10 years' commercial experience in a mega projects environment dealing with major contracts and procurement management
* Demonstrated competencies in strategy development
* Experience in applying best practices and business systems in managing high volume, high value contracts and purchase orders, in a project environment
* An external network with the engineering, construction, commercial, procurement, and project management communities
* Experience in global procurement and contracts in major/mega projects
* Extensive experience with tendering processes and techniques
* Strong commercial acumen, including detailed understanding of oil and gas and construction industries terms and conditions
* Innovative skills with proven ability to develop practical solutions
* Strong business focus
* Process oriented As this position has been identified as safety sensitive, employment of a final candidate selected for this position will be conditional upon successful completion of required pre-employment medical and drug/alcohol assessments. Periodic travel to field and corporate locations, including offshore facilities/installations may be required.
