Partnering with our client, we are currently searching for a Project Controls-Cost Engineer.

 

Responsibilities:

  • Implement, administer and maintain cost control systems and procedures to track and report the project budgets, commitments, expenditures, and forecasts.
  • Support the development of cost loaded schedules and portfolios for remediation and decommissioning projects.
  • Facilitate project planning meetings to create a work breakdown structure (WBS) based on the company's standard, develop project schedules, load costs, and assist the team in developing a time phased budget.
  • Support the ongoing use of cost loaded schedules to track project performance using earned value management and make project plan adjustments where needed.
  • Support business reporting where needed, including regular updates to Business Unit forecasts, milestone registers, and cost savings reports.
  • Requires field visits for validation of project progress.
  • Support/ interface and train suppliers who contribute to the Cost Engineering process by serving as a first line of support to offer guidance and assistance.
  • Develop ad-hoc cost reports to establish annual budgets, project progress, expenditures booked and forecast for each year, and generate annual cash flow assessments per the annual budget.
  • Configure, maintain and administer the cost control system while ensuring effective interfaces between cost controls systems and the project accounting system (SAP).

Essentials:

  • Eligible to work for any employer in the United States without visa sponsorship.
  • A minimum of 5 years related experience.
  • Bachelor's degree is preferred.
  • AACE International certification as a Planning & Scheduling Professional (PSP); Earned Value Professional (EVP); Certified Cost Consultant (CCC) and/or as a Certified Cost Engineer (CCE) is preferred but not necessary.
  • Previously assisted in the development of Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) as basis for project budgeting and forecasting.
  • Solid understanding of cost control disciplines and can formulate equations for calculations such as CPI, Earned Value, billing actuals, accruals, real time cost and commitments.
  • Auditable history of generating cost reports for a queue of at least (25) active projects and preferably a planned budget of at least $25MM.
  • High level of competency in Microsoft Excel, SAP or equivalent accounting systems.
  • Conceptual capacity to function on a technical team in a fast paced environment and with multiple sectors of stakeholders and suppliers.
  • Developed ad-hoc cost reports to establish AFE budgets, project progress, expenditures booked, and forecasted spending for each project AFE.
  • Previous experience coordinating the preparation of project cost estimates, and can ensure that the cost estimates reflect project WBS and the AFE funding strategy.
  • Has allocated budgets in KCM or like software based upon the WBS and the project cost estimate.
  • Has worked with a team to breakdown the cost estimate per the WBS.
  • Has recorded and monitored all projected spending and commitments made against the project budgets; including the project personnel costs, direct company costs, third party contracts, studies and other costs.
  • Has coordinated the WBS set-up and budgets with the project schedule work tasks to ensure recognition of cost and/or schedule changes and proper reflection of changes in all cost reports and in the project schedule.
