Job Description:
Supports the HERO process by actively participating in HERO conversations and observations during rig visits
Coaches employees on the HERO process, addresses concerns and questions, improves skills and encourages participation
Conducts informal audit of the "Power Tools" during rig visits by asking open questions and sampling documentation (PTW, JSA, HERO and Time Out)
Reviews HERO Tracker submissions on HSE Dashboard to identify possible leading indicators (trending) of observation categories; Communicates relevant feedback to OIMs and management to proactively assist with deficiencies
Assists with operations by participating in medium to high severity incident investigations; Writes and submits the investigation report to inform management of root cause(s), causal factors and other notable findings
Attends Internal Audit closing meetings of rigs if possible and follows up on audit opportunities for improvement and nonconformity to ensure preventive and corrective action is submitted on separate CARs via dashboard; Assists OIMs and operations with the development of recommended actions, implementation of approved actions and follow-up for effectiveness after completion
Monitors HSE Dashboard Injury and Illness, Property Damage, Environmental and Near Hit reports to ensure that information is complete, that results of the investigation are satisfactory, and that recommended preventive and corrective actions are adequate to reduce or eliminate the risk of reoccurrence
Follows up to determine the extent of medical treatment provided to injured crewmembers to assist with proper incident classification
Maintains knowledge of IADC classification guidelines
Attends and participates in office HSE weekly meetings and rig conference calls as requested by Operations
Attends and participates as appropriate in HSE weekly meetings and monthly Safety Management Review Committee (SMRC) meetings as directed by the VP of QHSE
Assists OIMs and operations with completing and submitting Subsequent Remedial Measure Reports (SRMRs)
Performs draft revisions of HS&E policies, procedures and guidelines as assigned by Corrective and Preventive Actions (CAPAS)
Monitors trends and communicates statistical information to operations and client as appropriate
Attends and represents Hercules QHSE Department at scheduled client spud or other requested meetings
Attends rig visits, inspections, and audits as requested by operations and clients
Ensures emergency response arrangements are in place to manage emergency situations occurring on rigs under your responsibility
Identifies and communicates methods to improve HS&E processes and performance
Spot-checks offshore training compliance and deficiencies with regards to established training matrices; Recommends and monitors corrective action
Develops presentations to communicate HSE information
Schedules and conducts rig visits alone or with operations to interact with crewmembers and champion HSE initiatives
Demonstrates commitment and leadership during rig visits;  Assesses HSE standards and communicates concerns as well as best practices to crewmembers and management
Interacts with crewmembers to determine understanding and commitment (buy-in) regarding safety culture and HSE processes; Works to resolve obstacles and barriers that limit effectiveness
Attends pre tour meetings during rig visits, safety meetings and drills
Conducts spot checks of PTW and JSA for compliance during rig visits
Stays current on developments in the field of HS&E and the Offshore Drilling Industry
Drafts HSE Bulletins and submits them for final approval prior to distribution
Provides HSE Dashboard assistance to OIMs and Operations Management when requested
Follows up to ensure that regulatory reporting is completed accurately, approved and submitted in a timely manner to the required agency
Communicates with representatives of regulatory agencies to resolve compliance issues and provide requested information
Develops rig specific HSE Plans or HSE Bridging Documents when requested by Hercules Projects, Engineering, or clients
Monitors statistical data provided by HSE Dashboard reports and charts to monitor of assigned rigs and fleet-wide performance based upon lagging indicators; Remains aware of changing trends in TRIR and LTIR
Remains objective when analyzing information and demonstrates the ability to change and adapt to our evolving safety culture
