Allen & York Middle East have been charged to recruit an Operations Manager for a large Combined Cycle Power and Desalination Plant (IWPP) located in the Eastern region of Saudi Arabia. Our client is a World leading Energy company, leader in the Power sector. Position is in resident status, family package if preferred and offers exceptional career opportunities. Main Responsibilities:
The Operations Manager will be responsible for leading the Operations Team to ensure safe and efficient operation of the plant. The role requires a detailed understanding and practical experience of managing operational staff and the operation of modern combined cycle gas turbine and desalination power plant processes.
The post holder will be expected to have excellent leadership skills, the ability to work under their own initiative and high levels of drive, energy and motivation.
Ops Manager is responsible for the safe and efficient operation of the plant. The
Operations Manager shall be fully qualified and trained to perform Operator functions. The Operations Manager will perform his activities as directed by the Plant Manager. All Operation Shift Supervisors report to the Operations Manager. He is responsible for the overall operations of the plant power generation & desal equipment. He is responsible for developing, with the Plant operational objectives consistent with achieving maximum plant efficiency to meet customer requirements in the most safe, reliable, economical and environmentally safe manner. He establishes operating budgets and maintains operation records. He is responsible for scheduling of all operations personnel, and for the Operation of the Facility in a manner consistent with the Plan of Daily Operation and the Owner's Requirements. He will be on call 24 hours. The Operations Manager will be skilled in the operation and maintenance of power plant & desal equipment so as to be able to direct emergency repairs of that equipment.
He reports to the Plant General Manager.
Technical Skills:
Practical experience of modern process plant operating practices, including electrical systems
Defining and implementing operating policies and practices
Maintenance of plant operation files and records of plant operating data
Familiar with DCS functions.
Maintains communications with off takers, owners and other outside regularity agencies.
Responds to the variances and to issue instructions to adjust and maintain proper process conditions.
Maintains all operating records and log books.
Operates and manages the Plant operations to maintain high efficiency and availability.
Coordinates the Maintenance activities using SAP for notifications.
Ability to control incidents in a range of situations
Ability to isolates and prepares equipment for safe work, including issuing Safe Work Permits;
Performs a Leadership Role in Emergency Operation situations such as total blackouts, black start islanding and synchronisation of the emergency diesel generator;
Knowledge of local environmental legislation and principles of management
Anticipating and responding effectively to operational demands and achieving safe and efficient generation
Demonstrate the ability to liaise with external organisations
Knowledge of commercial agreements
Develops and implements operating procedures and check lists.
Knowledge of the company safety rules to safety controller level
Budget management
Good Computer literacy
Experience:
Previous employment will have provided a minimum of 10-15 years experience as operations manager in a large power and desalination plant.
Experience of working in the Middle East, GE equipment, and MED's will be a plus.
Education:
An engineering degree in mechanical or electrical from a reputed University; a qualification in management studies would be an advantage.
Conditions:
Resident position, 30 days holiday a year.
