Job Description:

Together with the User, develop contracting strategy and ITB, participate in tender evaluation and contract negotiation and recommend bidders for contract award.
Be a C&P's technical point of reference for :
1. Engineering and Technical Services Contracts under F&E and ODD-Operations & Maintenance;
2. Project Engineering and Construction Services under ODD-Project Development; and
3. Insurance requirements for Operations and Projects under ODD.

Responsibilities:-
Supervising C&P Operations team's CCC packages assisting Head, C&P Operations.
Take pro-active lead role on the selection of best contracting strategy for procuring engineering and technical services. Align contracting strategies with the end-users' requirement, review coherence and strength of evaluation criteria and tender packages to develop and prepare work scope, technical criteria and commercial model for contracting strategy, include inputs from supporting departments HSE (e.g. updated safety requirements, Legal (e.g. terms and conditions) & Finance (e.g. tax and payment matters).
Manage complete tender process until Contract Award. Attend to post-award issues to resolve contractual matters and other aspect of contract management (ACV management or any scope deviation or change order) including payments issues. Monitor Contractor performance and eventually develop reputable master list for engineering & technical services contractors.
Point of reference for other analysts on technical details for engineering and technical services contracts. Assist Head, C&P-Operations in supervising and reviewing CCC papers for other C&P analysts involving same scope.
Take a lead role in procuring strategy for all insurance policies involving current assets (operations) and new capex (development projects) (excluding vehicle, personnel/HR related) until successful timely placements at competitive premiums payment

Qualifications:-
Minimum of 10 years experience in Oil/Gas or Petrochemical industry.
Require sound knowledge of procurement procedures, controls, Supply Chain Management and insurance requirements for operating assets and new project development.
Knowledge in Procurement Processes Module such as MAXIMO/SAP.
