 Responsibilities : The purpose of this position is provide construction input during the Select and Define phases prior to Final Investment Decision during the strategy development and execution planning of major upstream oil and gas opportunities as well as deliver in the execute phase. System Selection and Define Phases: Lead the development of execution strategy including contract strategy,government structure,project organization,management framework and procedures,baseline plan and budget etc. Lead the tender preparation,pre-qualification,tender,bid evaluation and clarification effort for major contracts. Act as contract holder and or contract manager as required. Ensuring strict adherence to project quality,health,safety,environmental,cost,and schedule guidelines in construction environments. Lead the development and implementation of Site Construction Management Systems. Lead the development and integrate Level 3 risk,cost and schedule models for fabrication,integration,commissioning support and installation. Lead constructability reviews of design incorporating previous lessons learned. Execute Phase: Accountable for one or more of the construction activities of a major project: fabrication,integration,transport,installation,hook-up in accordance with the cost,schedule,quality and HSE targets. Provide up-front constructability input to project specifications,standards and execution strategies that are aligned with the project needs and recognition of contractor's capacities and capabilities. Lead implementatin of communication systems,documentation controls and performance metrics for management and timely response to queries,non-conformance reports,and change order requests between the site team,design contractor and fabricator. Lead implementation of sub-contractor management protocols for review and approval of submitted sub-contractors,ensure HSE and Quality plans are implemented and resource / staff verification personnel to ensure compliance. Coordinate input from design teams,installation contractors and operations to ensure that it is appropriately implemented subject to prevailing Management of Change procedures. Site management lead/contract holder at one of construction sites,responsible for contract delivery per HSSE,cost,quality and schedule requirements. Desired Skills: Requirements : Must be a U.S. Citizen, or hold a valid work visa that does not require sponsorship in order to legally work full-time in the United States.
Candidate must possess at least a Bachelor's degree in Mechanical Engineering, Civil Engineering, Construction Management or related field.
Minimum 10+ years construction background / experience in several execution aspects of project delivery (fabrication, integration, offshore installation and commissioning/start-up), with capital delivery responsibility ~ $100mm USD per project.
High commitment to HSE processes and understanding of the importance. Experience with applying HEMP techniques and managing HSE at the work site.
Strong interpersonal and communication skills.
Understanding of project control processes for management of change, cost and schedule estimating and monitoring.
Working knowledge of US and international oil and gas industry standards and applicable codes and standards, industrial instrumentation, control systems, computer systems, fluid mechanics, thermodynamics, pneumatic and hydraulic systems, telecommunications, risk and reliability, constructability, principles of lean manufacturing, project planning and economics.
Commercially knowledgeable with participation in commercial negotiations and contractor management.
Able to work in a team environment and handle multiple responsibilities with minimal supervision.
Mobility is a key consideration for this position. Ability to relocate to construction sites; either on temporary (9 - 12 months) or for the duration of a project is desirable.
Job location is Houston and could require 10 - 30% travel depending upon specific project needs. Employment Type: PERMANENT Hours: FULLTIME
