Job Description:
We are currently recruiting for a QHSE Engineer for our West Africa Operations.  This will either be residential or rotational depending on circumstances and actual location.  This is a base operations position and reports to the Rig Manager on a daily basis with a reporting line to the QHSE Manager in Stavanger.

Duties/Responsibilities:

Familiarize himself/herself with Ocean Rig's QHSE system and carry out his/her work in accordance with the applicable procedures and instructions.
Write procedures for own area of responsiblity within the project(s) as agreed with QHSE Manager.
Verify the implementation of Ocean Rig's QHSE system in the project(s).
Give input to Ocean Rig's/Rig Owner's yearly QHSE Audit Program and carry out QHSE audits at the onshore office and offshore related to the project(s)
Take part in QHSE audits performed towards the project(s) by Clients and/or Authorities
Co-operate with the VP QHSE/QHSE Manager when upgrading the QHSE ‑systems in accordance with require­ments put forward as a result of audits performed by Clients and/or Authorities.
Assist in QHSE audits towards Vendors, and in evaluation of Vendors' QHSE system/programs as requested by the VP QHSE/QHSE Manager.
Co-ordinate and administrate all activities requested and provided by Occupational Health Service provider (relevant for applicable project/area of operation)
Liaising with the client regarding QHSE matters for his/her allocated project(s)
Prepare, review and maintain Bridging Documents with Client for his/her allocated project(s).
Stay updated about QHSE principles used within the offshore industry.
Familarise himself/herself with the contract for his/her allocated project(s)
Maintain and follow-up the Quality Plan for his/her allocated project(s)
Follow up non-conformance notices issued within his/her allocated project(s)
Give advice regarding quality assurance and health, safety and environmental related problems that may arise within his/her allocated project(s)
Stay informed about all quality, health, safety and environmental related aspects of the project(s) he/she is assigned to and keeps the QHSE Manager informed of any problems
Verify that the system of Safety Delegates is functioning satisfactory within his/her allocated project(s)
Assist the QHSE Manager in compiling safety statistics of reported undesirable events and compile the statistics for his/her allocated project(s)
Assist and guide other departments/projects in QHSE related subjects on request.
Evaluate rig modifications (hardware or management system) with respect to influence on risk and health and necessary update to Safety Case and/or AOC or similar certification documents for the rig as a consequence of change.
Appraise and distribute Safety Notices from the Authorities, Clients, Vendors etc to relevant personnel within his/her allocated project(s)
Evaluate and when relevant reply to the minutes of meeting from the safety meetings held onboard.
Assure him/herself that the relevant Risk Analysis and an Emergency Preparedness Analysis for the offshore units have been made prior to commencement of work and familiarise him/herself with this analysis.  Verify that any recommendations from this analysis are satisfactory followed up.
Provide professional assistance with identifying and evaluating risk related to operation of rig including health risk for the workers.
Participate in accident/incident investigations as required.
Provide professional assistance when planning, arranging and organising new work places and work operations.
Arrange for necessary training related to accident and health hazards at the workplace to the workers as well as the management.
Advise the workers and the management in matters of health and safety, related inter alia to occupational health, ergonomics and use of protective equipment.
Ensure that yearly QHSE programmes are established and implemented for his/her rig.
Stay informed about Clients's and Authorities requirements regarding QHSE management systems.
Keep a complete copy file of all rig/project related correspondence with Authorities up to date.
Take part in emergency preparedness exercises organised by Client and/or by the company.
Participate in the emergency organisation onshore as definted in Company's ''Onshore Emergency Response Plan'' either for Head Office or Rig Base Office.
Skills/Experience Required:

Have higher technical/adminstrative education, preferably including subjects on QHSE Management.
Experience in Quality Assurance (Q) and Health, Environmental and Safety (HES) related work.
Be able to work systematically and independently
Excellent knowledge of English both written and spoken - understanding of Portuguese would be an advantage although not essential
