Company Unit is undergoing a transformation in its Digital capabilities. In the past, digital services were provided tactically, primarily at the direction of individual performance units. In 2009, digital services and capabilities have improved so that they can begin directing and coordinating a digital strategy for the entire Region as a whole, drawing on appropriate guidance from Upstream's central IT organization. As a critical part of this transformation, the unit has define, prioritize and begun deliver a Data Management (DM) program. The focus areas are seismic, Borehole, Well Lifecycle, Geophysical, Geospatial, Document Digitization, Data Quality Cleansing, Data Governance and production domains.
Responsibilities
Manage the Data Management program within the Digital Strategy Initiative. Manage the development and implementation of a portfolio of interdependent projects lead by a team of Project Managers. This includes oversight of the project managers, maintenance of budget status and forecast, requirements documentation sufficient to conduct RFI and RFP engagements, and key interface to clients, vendors, and central IT organizations.
• Overall management and delivery of all the Data Management projects.
• (Note: Each project will have a Project Manager.)
• Co-development of the Data Management framework including Governance, Data Security, Database Operations Management, Data Architecture, Data Quality, Meta Data Management, Document Content Management, Data Warehousing & Business Intelligence Management, Master Data Management.
• Accountable for the generation of all Terms of Reference and Requirements documents needed to carry out RFIs and RFPs for launching new data management projects. Early identification and resolution of any significant risk to program delivery.
• Accountable for maintaining budget status and forecasts. Contribute materially to the evolution of the Data Management program.
• Interface with procurement, suppliers, central IT organization, and clients as necessary to meet time and cost.
• Manage the project following Stage Gate methodology ensuring each project has a project execution plan, clear business support and requirements, effective risk management, quality management, change control, performance management and project plans that include milestones and deliverables.
• Manage interdependencies between sub-projects within the data management program.
• Manage the business relationship and other key stakeholders, and ensure that the project remains fully aligned to business strategies.
• Identify, coordinate, and report on project efforts to senior management.
Experience & Knowledge
Essential
• Relevant PM accreditation (e.g. PMP, PRINCE 2 Practioner)
• Successful track record of delivering mission critical Enterprise Data Management programs (in excess of $20 million) through the entire project lifecycle.
• Training and experience development of all Data Management Program framework: Data Governance, Data Security, Database operations Management, Data Architecture, Data Quality, Meta Data Management, Document Content Management Data Warehousing / Business Intelligence, Master Data Management.
• Extensive experience Data Management experience.
• Extensive experience in IT delivery experience.
• Significant experience Program Management experience including management of program with 20+ resources.
• Knowledge of the upstream Oil & Gas business and the associated Data Management activities.
• Experience working with technical teams, business analysts and process subject matter experts across various IT disciplines and geographies.
• Implementation of best practice standards in project delivery of Data Management and governance.
• Competence in Planning, Cost Estimating, Risk Management, Performance Management, Quality & Delivery Assurance.
• Thorough knowledge of stage gate decision process and underlying project methodologies.
Desirable
• A solid track record of delivering software application development projects within an Upstream environment
• Significant experience in a similar role in an oil/gas company
• Excellent record of Stakeholder Management.
Preferred
• Deliver of enterprise DM program for Upstream Company.
• Experience with G&G and seismic application suites from Landmark and Schlumberger.
• Experience with implementation of PPDM.
• Relevant PM accreditation (e.g. PMP, AMP, PRINCE 2 Practitioner).
• Relevant DM accreditation (e.g. DAMA)
• Direct experience with Upstream.
