Optimize Supply Chain (OSC), previously known as Global Supply Excellence (GSE), is part of the Downstream-One Streamline program, which strives to reduce cost and complexity of the downstream supply chain management in order to increase the profitability and efficiency of supply and distribution processes. This is done through globally standardizing the Value Chain Optimization (VCO) and Refineries Margin Optimization (RMO) processes, by fine tuning the planning, scheduling and accounting of hydrocarbon transactions in downstream business.
The Global RPS 1.3 Project was planned as a global project launched since March 2011 in an effort to upgrade the current version of AspenTech (AT) 2006.5 software suite to the latest version of AT 7.3.0.2. AT 2006.5 is a set of applications which are part of the RPS software suite that resides under the RMO scope. The upgrade to the latest version of AT 7.3.0.2 includes the deployment of the Aspen PIMS, Aspen Petroleum Scheduler (APS, previously known as ORION), Aspen Refinery Multi-Blend Optimizer (MBO) applications that are used for refinery planning, refinery scheduling and blend optimization respectively and Aspen Report Writer.
Alongside with the upgrade to AT 7.3.0.2, there will be a few other work streams which need to run concurrently due to the changes that might be impacted;
• Associated add-ons which are directly impacted by the application upgrades
• GLIMS interface enhancement
• Interface Error Handling Enhancements (Data Load Process Improvement)
• RPS Web UI enhancement
• AspenTech Report Writing
The project follows PDF Standards. Key project activities include Scoping, Estimation, Requirements Gathering, Design, Build (non-AT specific enhancements), Central End-to-End Testing, Pilot Deployments, Regional Deployments (including site specific UAT and cutover) and Closeout. The Pilot and Regional Deployments will be managed by regional deployment roles, supported by central project team.
Roles and Responsibilities:
Role: Regional Deployment Lead - Americas
Reports to the Global Project Manager. Support Global Project Manager during project Scoping, Requirements Gathering, Analysis and Design, Build, Testing, Deployment and Transition-to-Support activities/deliverables.
To assist Global Project Manager during deployment by leading the deployment of RPS solutions (Functional and Non-Functional) in Asia Pacific Region.
Lead regional deployment activities of RPS 1.3 solutions to regional sites, enforcing Project Management Framework/Methods, Project Planning and Controlling, Risk Management, and Project Reporting at regional deployment level.
Plan and execute deployment activities including site kick-off, environment planning and coordination, training coordination, UAT, Cutover, commissioning, deliverables sign-offs and reporting.
Able to work with and manage various stakeholders, business and IT teams in delivery deployment activities and deliverables. Obtain project stakeholders' sign-offs at various project milestones and deliverables.
Work with stakeholders and manage stakeholders' expectation. Document and address issues and risks. Escalate them if required.
Expected to own and drive all deployment activities and deliverables for responsible region.
Post go-live stabilization support and knowledge transition to the support teams.
Technical Skills and Experience:
- General knowledge on supply chain
- Project Management Skills, also familiar with Project Delivery Framework (PDF)
- Experienced in managing stakeholder expectations and communication.
- Must be able to translate IT requirements/context into lay language for Business stakeholders to understand and appreciate, and vice-versa.
- Able to present ideas and convince users to accept difficult alternatives.
- Demonstrate courage to challenge status quo of existing processes/practices.
- Critical thinking skills i.e. be able to ask probing questions to obtain deeper knowledge of underlying processes and issues.
- Good documentation and presentation skills.
- Experience in writing technical and functional documentation is preferred.
- Must have strong command of oral and written English.
- General understanding of reports, application and integration
- General understanding of solution architecture, server infrastructure and networking
- Prefer knowledgeable of Supply Refinery Planning and Scheduling in Supply Chain in Oil and Gas Downstream business
- Prefer Supply Chain experience
