Job Description:
Leading international oil & gas operator Company opens a position of Work Permit Controller.

Oil - Onshore Construction Project - Project involves upgrading of an existing production facility located in the Far North of the Russian Federation.

A brown field project consisting of upgrading existing process facilities (gas treatment, utilities, additional oil facilities, new accommodation camp, 4 remote pads, associated pipelines and trunk lines).

•Work pattern: rotation 28*28
•Type of Employment: 12 months (with possible extension)
•Start date: February, 2012
•This is a contract position.
•The rate for this position is negotiable.
Scope of work:

•The permit to work controller is a key function in the implementation of the Permit to Work procedure acting under the responsibility of the Site Construction HSE Manager, while the RSES has the overall responsibility for the enforcement of the work permit procedure.
Responsibilities:

•Administrate and control the work Permit process, avoiding conflict between activities and to record and maintain files of Ongoing, Suspended, Pending and Closed Work Permits.
•In close coordination with HSE, construction, operations department, monitors the PTW system and ensure company rules and regulations are enforced.
•Assisting Contractors in the preparation of Work Permits as per Company Permit to Work procedure.
•Ensure that work requester provides suitable and sufficient auxiliary documents to the permit such as Method Statements, Job Risk Assessment, Lifting Operation Plan, Drawings, sketches and layouts as necessary.Manage the preparation and editing of work permit documents according to the Permit to Work procedure.Consolidate daily Work Permits data and present to Site Management during daily Permit to Work Meeting.
•Liaise with HSE Superintendent and SIMOPS Co-ordinator for preparation of Work Permits, defining Safety precautions and attach necessary documents to the permits.
•Maintain up-to-date log of all Permit to Work for the project and report monthly statistics to HSE Superintendent to assist PTW audit analysis.
•Ensure all closed PTWs are properly signed by designated authorities and that a copy of PTW is kept for one year as per PTW procedure.
•Participate in Work Permit audits on site and take corrective measures and actions as necessary.
•Organise Permit to Work training to all new comers (as required) and Contractors Permit to Work Signatories and refresher courses on a yearly basis.
•Coordinate and supervise all work permit preparation by Phase 3 Contractors during SIMOPS works and liaise with corresponding PTW Controller from Operations and/or Drilling to ensure all required documents are attached.
• Assist HSE Superintendents in the control and distribution of PPE to site Phase 3 personnel and updating material in/out status.
Requirements:

•Strong autonomy is required.
•Good communication skills needed.
•Good knowledge of RF regulation.
•Minium 3 years experience in Permit Controller on site in the oil and gas industry or similar.
•Good spoken and written English mandatory.
•Driving skills and Driving license is mandatory.
