PURPOSE

The GoM HSE Regulatory Analyst supports regulatory and permitting activities with key government agencies and officials for all assigned operational activities.  The role has input in maintaining strong relationships with assigned regulators, monitoring and advising on changes in applicable laws and regulations, and influencing positive outcomes through engagement with the appropriate permitting agencies. This role will support the appropriate level of interface with regulators on Exploration and Development projects that are planned within the Production Unit area, as directed on a day-to-day basis by the GoM Regulatory Coordinator and HSE Manager.
This role is responsible for planning, coordination and communication of regulatory initiatives across the Petroleum business, supporting the preparation of high quality and timely approvals, sharing knowledge and information with internal stakeholders, and continuously improving all regulatory aspects of offshore oil and gas operations in the GOM.

ACCOUNTABILITIES

    • Influences positive outcomes with various regulatory agencies concerning HSE and Operations through timely and professional engagement on regulatory matters.
    • Maintains a record of all approvals, plans, permits and licenses to operate in a Legal Compliance and Commitments Register
    • Executes the regulatory planning strategy to ensure key internal stakeholders are familiar with issues that will or may impact existing operations
    • Supports the regulatory permitting process for new and existing GoM Production operations and associated Development/ Exploration projects
    • Maintains compliance with Federal, State and local regulations
    • Provides regulatory advice to GoM and Petroleum leadership, as requested.
    • Ensures compliance with all Corporate and Petroleum HSE Management Standards, Controls and Procedures.
    • Maintains regular contact with key external regulatory stakeholders, such as the Bureau of Ocean Energy Management, US Coast Guard, Environmental Protection Agency, Department of Transportation, and the Occupational Health and Safety Administration.
    • Participate in periodic regulatory reviews and audits to verify compliance and report on current status/gaps.
    • Reviews all regulatory Notifications to Lessees and Federal Register updates to ensure familiarity with changes that will or may potentially impact the operating asset.
    • Represents the production unit in key regulatory stakeholder meetings, including meetings with government agencies, local content committees, non-governmental organizations and communities to ensure alignment of project and operational objectives.
    • Maintain appropriate files relating to regulatory activities and submittals in an organized, accessible format within Documentum

EXPERIENCE

    • Minimum 5 years experience in an HSE role, preferably with regulatory experience in upstream Oil & Gas
    • Knowledgeable of Federal, State and local HSE regulations
    • Demonstrated successful relationships with regulators and other stakeholders
    • Strong communication and presentation skills
    • Ability to work with diverse group of people ranging from technical to operations staff

QUALIFICATIONS

    • Bachelors Degree in Engineering/ Science or equivalent experience in regulatory affairs preferred.
    • Qualification in an HSE discipline desirable
