a) Ensures in his area of responsibility that roles, responsibilities and accountabilities are defined, accepted and exercised. Establishes clear goals and objectives and makes sure performance is evaluated against these goals and objectives.
b) Ensures risk is assessed and managed for all relevant engineering activities by identifying hazards, assessing consequences & probabilities, evaluating and implementing prevention & mitigation measures. Provides team resources to lead on safety and reliability studies such as HAZOP, Root cause failure analysis (RCA), Failure modes and effects analysis (FMEA), Layer of protection analysis (LOPA), etc. Ensures in his area of responsibility that recommendations from risk assessments and studies are implemented according to schedule and are effective.
c) Ensures management systems for Asset Integrity, Process Safety and Functional Safety are developed, supported and maintained. On behalf of the Operations Manager, ensures integrity of all Terminal assets and leads compliance with all applicable laws and regulations as well as accepted industry standards and practices
d) Leads in developing and maintaining policies and procedures in his area of responsibility to provide overall control and coordination. Ensures procedures are developed, implemented and updated at specified intervals and when changes are made. Provides instruction to subordinates to ensure that each occasion is handled in accordance with correct procedure.
e) Ensures application of work management including work permit processes in his area. Makes sure, verifications are carried out and reported on a regular basis. Provides support for task based risk assessments and/or method statements and release methodologies for the safe release of process plant and equipment to and from maintenance services, etc.
f) Ensures a Management of Change (MoC) process is in place, supported and maintained. Provides resources to administer the MOC system and makes sure, all MoC requirements are met in his area of responsibility. Acts as the technical authority and fully understands the boundaries of acceptable design and control of integrity and/or operational risks.
g) Initiates and provides resources for process and conceptual studies e.g. for modifications and amendments such as additions and improvements to existing Terminal facilities. Initiates and manages projects through all stages such as FEED, facility design, on-site construction work and start-up activities by using sound project management standards and systems.
h) Ensures surveillance, monitoring and optimization of process and equipment performance, to locate and remove faults, bad actors, malfunctions etc and to solve operating problems. This includes pumps, compressors, loading facilities, heat exchangers, heaters and vessels. Provides support for DCS and Alarm System performance reviews and improvements. If required, arranges for tests to be conducted. Provides functional assistance for analysis and interpretation of test results and problem solving.
i) If required, ensures performance summaries are prepared detailing the performance of the Terminal facilities and equipment. Provides consistent advice on and applies practices related to safe and reliable operation. Makes sure, abnormal or irregular operating conditions are discussed with his manager or delegate.
