 Job Summary:
Responsible for leadership of the Houston Health, Safety and Environmental ("HSE") Department, for promoting the highest standards of health, safety and environmental excellence and ensuring customer-focused services that continually improve.
Functional Roles, Responsibilities and Essential Duties: Essential duties and responsibilities include the following. Other duties may be assigned.
Lead, manage, and continuously advance the Houston area HSE staff
Promote health and safety as the #1 company core value; prepare safety exhibits, material for display and promotional work and circulate incident notifications and other best practice guidance materials
Establish, implement and maintain complimentary documents as needed to support Mustang's Health, Safety and Environmental Management System, including supporting manuals, procedures, documentation, and reporting systems
Ensure policies and procedures to be followed by the Houston area offices and associated personnel are in compliance with local, state and federal rules and regulations
Report to the Global HSE Director and other stakeholders on the performance of the Houston area offices on HSE matters, the integrity of the HSE Management Systems, and any need for improvement
Provide training, guidance and assistance as needed on matters relating to the continuous improvement of HSE. Ensure training is conducted for office and field employees
Analyze near-miss and incident causes, also hazards to health or environment
Participate in the investigation of accidents and injuries and in the preparation of material and evidence for use in hearings, law suits and insurance investigations
Represent the Houston area offices and liaise with external parties such as customers and industry committees on matters relating to HSE
Compile and submit accident reports and statistics required by the organization.
Maintain corporate HSE files and records
Support project teams in the development of project-specific HSE plans and HSE orientation programs
Special projects or assignments as directed by the Global HSE Director
Coordinate with and support the Corporate Security Director with local infrastructure and personnel as needed
Coordinate with and support all offices with procedure templates and consult as needed

Normal work is in an office environment; however, occasionally may work in field construction locations in process and industrial facilities at customer's locations
The noise level in the work environment is moderate in the office environment
Occasionally may be exposed to hazards such as loud noise, heavy equipment, temperature extremes, chemicals, etc. while working in field construction locations in process and industrial facilities
Bachelor's degree from a four year college or university; and a minimum of 10 years related experience in safety management; or equivalent combination of education and experience
Functional understanding of all planning, engineering, and field construction activities related to the oil & gas, process and industrial industries
Certified Safety Professional preferred
Certified Occupational Safety Specialist (COSS) preferred
OSHA 500 Certification
40 Hour OSHA Approved Hazwoper training
Working knowledge of Regulatory Compliance Analysis; HSE System Development & Implementation; HSE Management System Audits; HSE Compliance Assessments; Education & Curriculum Development; HSE Planning & Project Execution; Documentation Development, Control & Record Keeping; Continual Improvement; Data Analysis & Reporting; Team Leadership & Facilitation; Incident/Accident Investigation; Injury Case Management; Behavior Based Safety, HSE Training, Development & Implementation; Environmental Aspects; Hazard Identification, Risk Assessment and Controls; Database Development & Administration.
Specialized (Advanced) Computer Skills
Very Highly Advanced Language Skills, Highly Advanced Mathematical Skills and Very Highly Advanced Reasoning Ability
Ability to communicate as effectively with tradesmen as with executives
Preferred, but not required, Spanish language proficiency
Work through influence and persuasion (versus position or title) to effect a positive and preventative safety culture
