Job Objective/ Purpose of Job:
To direct and oversee the facilities engineering and implementation of major projects and infrastructure modifications including offshore and onshore assets of the company and those provided by the company to the local community. Safely in line with budgets, plans and statutory and company quality specifications and standards.
Job Duties/ Responsibilities/ Accountabilities:
1) To manage the contracting and procurement process by which the Company engages contractors to construct facilities and infrastructure projects.
2) To provide technical support for liaison with and representation to the Nigerian National Petroleum Corporation (NNPC) in respect of all facilities projects.
3) To arrange and manage effective and adequate supervision of all stages of the construction and commissioning of facilities and infrastructure projects within the Company.
4) To report to the Company management on all aspects of facilities and infrastructure fabrication including in particular budgeting, progress assurance, quality assurance and cost control.
5) To ensure full and effective implementation of Company HSE policy by Company's own staff and by all contractors engaged in facilities and infrastructure construction work
6) To manage all regulatory and associated issues with both Nigerian and international regulatory bodies.
7) To provide a detailed implementation schedule for each project that will ensure each project is completed on time and on budget.
8) To plan and implement a yearly budget up to and in excess of $250 million.
9) To provide an accurate plan and schedule for the completion of all facility projects
Associated Responsibilities:
1) To recruit, mentor, and develop national staff.
2) To liaise with Addax Petroleum Services (APS) in Geneva to obtain specialist engineering and design support as required for facilities and infrastructure projects and to request functional and other requirements to APS as necessary.
3) To liaise with Company Operations Department, Drilling Department, and Reservoir Engineering Department as required to coordinate facilities projects with other appropriate company staff.
Key Performance Indicators/ Performance Goals:
1. Achieve zero Lost Time Incidents for own and contractor staff.
2. Ensure all Projects are completed within budget, on time and in accordance with "fit for purpose" specifications.
3. Actively participate in developing training and career plans and mentoring of national staff.
Financial Dimensions:
Annual CAPEX Budget ranging from $250 - 500m
JOB SPECIFICATIONS:
Education Qualification:
University Degree in Engineering (Mechanical, Civil, Electrical or equivalent degree) or relevant extensive industry experience
Professional Qualification:
CEng or equivalent preferred or extensive relevant industry experience
Experience:
A minimum of 15 years experience in oil and gas related project and construction activities, including both onshore and offshore projects
A minimum of 10 years experience of project implementation work including both yard fabrication and field installation work
A minimum of 5 years experience in a supervisory role on extended assignment to developing country or countries, ideally in Africa
KEY COMPETENCIES REQUIREMENTS:
Functional/ Technical:
Experience of multi-discipline oil and gas projects from conceptual design through to commissioning
Managerial:
Experience of working with personnel from diverse cultural backgrounds
Behavioral:
Highly organised and able to set and work towards clearly defined targets. Excellent communication and team working skills required
WORK CYCLE (HOURS/ DAYS):
Monday - Friday - Country base staff with annual vacation preferred.
